Subject: POLICY - Installation of Street Lighting.
Background:
The provision of Street Lighting is the responsibility of the Town
of Newcastle, including those installations on Regional Roads and
Connecting Links.
Existing Street Lighting in various areas is updated and/or improved
on an annual basis, and costs throughout the Town of Newcastle are
area -rated.
Approximately four (4) years ago a petition was received from res-
dents of Newtonville and Kendal and, as a result, streets lights
were installed under Local Improvement and costs, as mentioned, were
area rated.
Report:
Periodically requests for new or improved Street Lights are received
and it is suggested that consideration be given to a Policy in this
regard.
Recommendation:
WHEREAS it is deemed necessary that a Policy
for Street Lighting be established, the foll-
owing is recommended:
I THAT the installation of new Street Lights be
considered only under Local Improvement, save
and except those installed in accordance with
a Development Agreement or other Agreement with
the Town.
II THAT the replacement or update of existing de-
ficient Street Lights be in accordance with the
annual approved Budgets.
III THAT replacement and/or update resulting from
road and street construction be in accordance
with the annual approved Budget.

Recommendation:
IV THAT Street Lighting required external to
new development (or which becomes deficient
as a result of new development) be funded
by incorporating the additional cost in
the calculations of Lot Levies.
