Subject: Correspondence received from
Mr. Wilbur E. Blackburn, HAYDON.
Background:
The attached correspondence requests various improvements
and/or installations for Haydon, and the items mentioned
therein have been considered and reviewed.
Re ort:
Item 1: A request that a Bus Shelter be erected
at the corner of Main Street (otherwise
known as King Street) and the Concession
Road is made; this is in consideration
of: "the small children waiting for the
School Bus in inclement weather".
- There are numerous areas throughout the
Town of Newcastle where children wait
for a school bus; currently, however, it
is not a policy of this municipality to
provide shelters for this purpose.
Item 2: It is requested that "No Parking" signs,
which were erected a few years ago, be
re-installed.
- In January of 1979, By-Law Number 79--1
was passed, rescinding By--Law 76-30
relative to parking and stopping on high-
ways within the jurisdiction of the Town.
During the existence of By-Law 76--30,
Schedule 'B; , Item 2 did prohibit parking
on the south side of the road between
Concessions 7 & 8, from the west side of
King Street to the east side of Church
Street, and signs were erected accordingly.
On numerous occasions the "No Parking"
signs were either removed (stolen) or
damaged, and their replacement became
financially impractical.

Item 2, continued. . "No Parking" Sins
- By--Law 79-1, Section 3 (i) provides
as follows: "Whereas no person shall
park or stop any vehicle on any high-
way, or portion thereof, for a period
longer than three (3) hours, except
where designated signs have been erected
in accordance with the by-law stating
otherwise".
Item ,3: Request for Speed Limit signs.
- In a Town Municipality, within the limits
of villages and/or hamlets, a speed
reduction to SO km/h can be provided by
erecting the appropriate signs.
Item 4: It is stated that: "Sidewalks are almost
nonexistent in places, poor in others,
the paved road is in poor condition".
- The present sidewalks have deteriorated
beyond restoration and, therefore, when
considering the matter of sidewalks in
Haydon it should be noted that new con-
struction will be necessary.
The paved road, presumably King Street
north of the Concession Road, receives
Prime and surface treatment and has, to
this point, served it 's purpose very
well considering the A.A.D.T.
Recommendation:
Item 1. MIGREAS the Town of Newcastle has no
policy for the provision of bus shelters
for school children, and it is deemed im-
practical financially, be it therefore
recommended that no action be taken at
this time, and the writer be so notified.
Item 2: TUAT Section 3(1) of By-Law 79-1 be en-
forced in that no person shall park or
stop any vehicle on any highway or portion
thereof, for a period of longer than three
(3) hours.

Recommendation, continued. . .
Item 3: THAT the necessary Speed Limit Signs
(50 kilometers per hour) be erected,
within the limits of the Hamlet of
Haydon, when weather conditions permit.
Item 4: THAT, in view of the minimal use of
sidewalks in Haydon, no action be con-
sidered at this time and, further, that
King Street receive normal maintenance
works equal to other streets of similar
status within the Municipality. ,

Dear Sir.
I have been asked by a group of Haydon taxpayers to make
this request on their behalf.
Re:
1. That a shelter be supplied at the corner of Main Street
and the Concession Road for the purpose of sheltering
the small children waiting for the Shoot Bus, in inclement
weather.
2. That the no parking signs that were erected a few years
back, be re-installed.
3. That owing to the increase in population of children in
this village (hamlet) a request for speed limit signs
would be in order (suggested limit- 60 km/hr) .
4. Sidewalks are almost non existent in places, poor in
others, the paved road is in poor condition.
We respectfully ask that action be taken regarding these
requests as soon as possible.
