Director's Report to Public Works Committee.
Item: WD-23-80.

Subject: Orono & Area Chamber of Commerce.
Background:
The attached correspondence from the Orono & Area Chamber of
Commerce has been referred, by the Town Clerk, for reports and
recommendations to various Committees.
Report:
Upon consideration of the concerns expressed by the Orono &
Area Chamber of Commerce, the matters applicable to the Public
Eorks Department, are as follows:
Item (2) : This Item suggests the creation of off-
street parking.
- It is suggested that, upon the completion
and adoption of a Development Plan for
Orono, consideration be then given to
this request.
Item (4) : A request is made to Council that funds
be allotted to upgrade curbs and side-
walks in the Business section of Orono.
- The Main Street through Orono is, in fact,
Regional Road 17 and as such falls within
the jurisdiction of the Regional Munic-
ipality of Durham. Curbs and gutters would,
therefore, be included in road works, but
sidewalks are the responsibility of the
Town of Newcastle.
- It should be noted that the Region 1980
Capital Budget & Four-Year Forecast does
not schedule any improvements for Regional
Road 17, with the exception of a culvert
located 1.3 km. south of Taunton Road (1981)

- On the east side of the Main Street, north of
Orono Town Hall, there is a difference in elev-
ation between the sidewalk and the curb; this
has caused deterioration in some areas. These
deficiencies can be repaired but, until such
time as the street, and therefore the curbs
and gutters, undergoes reconstruction, elevat-
ions cannot change.
Item (5) : This request for a Village Plan merits consid-
eration (see Item (2) above).
Item (6) : Council is asked to instigate a proposal for
the Main Street; this also should be considered
in conjunction with, primarily, Items (2) , (4)
and (5) .
Recommendation:
(a) THAT, during 1980, restoration to deficient
sidewalk sections on the east side of the
Main Street, Orono, north of the Town llall,
be carried out.
(b) THAT the matter of upgrading of curbs in
the Business Section of Orono be referred
to the Regional Municipality of Durham Works
Department for comment.
(c) THAT, upon completion and adoption of a
Development Plan for the Village of Orono,
a review of parking be undertaken in order
to determine the necessity and feasibility
of off-street parking facilities.
