Subject: Improvements to Highway 401 and illumination of Duke Street. Background: A Meeting was held with representatives of the Ministry of Trans- portation & Communications and DeLCan Consultants to discuss the necessity of relocating the illuminations on Duke Street, Bowmanville, as a result of the proposed widening of Highway 401. The attached Minutes detail various options and aspects to be considered. Report: In conjunction with the reconstruction of Highway 401, the access ramp at Duke Street will be improved and, while the existing lighting equipment is suitable for reuse, it would not provide adequate illumination without being relocated and adding to the present number of poles. M.T.C. would bear the cost of relocations. To achieve the same level of illumination as at present, for a new road width of 35 ft. over a distance of 500 ft. , two additional lights would be required, the costs for which are detailed in Option I of the attached. Option II gives details on the installation of sodium lighting on the existing number of poles (after relocation by M.T.C.) and in this the Town and M.T.C. would share the cost of equipment. The illumination system, as detailed in Option II, would provide a much more modern type of lighting and would be similar to that which is in use on King Street, Bowmanville. The load demand is 50% less than that of the present system and would therefore be considerably more economical to operate. c � �lf t / 2 . . . Financial responsibility for illumination as presented in the summary was agreed by Mr. Dunham. A copy of both the financial map and summary was handed over to Mr, J. W. Dunham, to Mr. C. A Rayman and to Mr, D. Pappas. A copy of the summary is included in the Appendix. 2. DeLCan made a presentation of the existing illumination on Duke Street. Since there is insufficient clearance between the hydro poles and the new edge of pavement it was agreed that the realignment of the hydro line is necessary. Lighting equipment is also attached to the hydro poles. The existing level of illumination based on average spacing of 120 ft, 30' mounting height and 250 W mercury vapour luminaire is 1 .08 fe. The relocation of the hydro poles will be the responsibility of the Ministry at no cost to the Town. 4. The lighting equipment on Duke Street is suitable for reuse but is not adequate to provide the same level of illumination as the existing. To achieve the same level of illumination, two schemes can be considered. 5. Scheme I - To achieve the same level for new road width of 35' - 0" over a distance of 500 ft using the same equipment spacing should be 103 ft. Six lighting standards are therefore required. There are five existing poles, four of which have lighting attachments. Consequently one additional pole and two additional luminaires and brackets are required. 6. Scheme II - Based on the use of 150 W HPS luminaires at 37' _ 6" mounting height the average spacing is 140 ft. Over a distance of 500 ft five lighting standards are required. No new pole is therefore necessary. 7. In either scheme the Town will have two options for financial assistance. Option I - Town to assume 100% of the cost of any additional equipment. -. MTC to assume 100% of labour cost of the installation of additional equipment. Option II - The Town and MTC will share 50% of the total cost of the installation of new equipment. Mr. Dunham agreed in principle with the update of illumination according to Scheme II but asked the Ministry for a memo detailing both technical and financial aspects of the relocation of illumination to be presented to the council for approval .
