Subject: Transportation Impact Monitoring Program (Ontario Hydro) Background: As a result of an Agreement with Ontario Hydro, a Monitoring Program has been an ongoing procedure. Report: During 1977-1978 a resurfacing program was carried out on Leskard Road. In 1977 the section of Leskard Road from Taunton Road to the Seventh Concession was resurfaced at a cost of $23,373. 00, plus $1,625. 00 for shouldering. The expenditure during 1978 was on that section of Leskard road from the Seventh Concession to the hamlet of Leskard and the costs for resurfacing were $24,857. 16� plus $2,111. 50�, for shouldering. The total expenditure for 1977-1978 was, therefore, $51,966. 66�, of which 50% was subsidized by the Ministry of Transportation and Communications, leaving a cost to the Town of Newcastle in the amount of $25,983. 33�.. During recent inspections of Leskard Road it was found that, due to the heavy traffic (trucks) some deficiencies are in evidence. It is my opinion that further restoration and resurfacing will be required in 1980 resulting from the impact caused by the trans- portation of excessively heavy loads. Aw r / . . . 5 2 i No. 194. Information to hand indicates that, during 1977-1978, Ontario Hydro generated thirty-five per cent (35%) of business with Salco Sand & Gravel Limited; haulage for Ontario Hydro is via Leskard Road and the current contract is estimated to be com- pleted by November 1979, dependent upon weather conditions. It is my information that when the contract is resumed in 1981 for the transportation of concrete aggregates, the source of same would be in the Pontypool-Bethany area, and haulage would be effected via Highway 35/115. Recommendation: THAT, resulting from the structural impact caused by Ontario Hydro on the Leskard Road, as defined in Schedule 'A' of the Transportation Impact Monitoring Program Agreement No. 3. , Staff negotiate the matter of compensation therefor, with Ontario Hydro, and report back to this Committee.
