Director's Report to Public Works Committee.
Item: Resolution # C-554-79.
Date: May 23, 1979.
Subject: SALCO SAND & GRAVEL OPERATION.
Background:
As a result of concerns expressed with regard to the hauling of
aggregates, Resolution # C-554-79 was passed, as follows:-
"THAT in keeping with the concerns regarding
gravel pit operation, the Director of Public
Works be requested to liaise with Salco Sand
& Gravel with respect to developing an under-
standing with respect to the operation of
their facilities. The Director of Public Works
to report back to Public Works Committee as
soon as possible".
Report:
On May 18, 1979, a meeting was held with Mr. Saller of Salco Sand
& Gravel (Eastern) Limited, to discuss the subject matter.
Mr. Saller indicated that, if the necessary approval is obtained for
a pit operation on property located in Lot 32, Concession 10, former
Clarke, a considerable reduction could be expected in southbound
truck traffic now using their existing pit. Mr. Saller further stated
that, as the new site progressed, it was quite possible that further
reduction in such traffic could be anticipated.
It is premature to consider a haul route north of the present Salco
Pit in that improvements to the road are required. In it's present
state and status, it is not possible for trucks to use this route. The
relevant road, in the current Needs Study, is more clearly defined in
two sections, both of which are deficient with a priority rating of
34 and 31 respectively. In 1975 the A.A.D.T. was 62 and it is unlikely
that this will presently exceed 100.
Other than the proposal for increased truck traffic the road is used
mainly my traffic to Mosport, on weekends; conditions preclude the
road being used regularly by area residents. 'A yp,�f

On April 11, 1979, a copy of a document objecting to an amendment
to the Durham Regional Official Plan was received. This related to
Part of Lot 32, Concession 10, former Clarke and the objections
raised and itemized covered various aspects, one of which was in
respect of additional truck traffic.
If the Application for an Amendment to the Durham Region Official
Plan is approved, it is presumed that Salco Sand & Gravel (Eastern)
Limited will then apply to the Ministry of Natural Resources for a
Permit to Operate a Gravel Pit.
Conclusion:
Upon notification from the Ministry of Natural Resources that an
application for a licence has been made for Part of Lot 32, Con-
cession 10, former Clarke, then negotiations with Salco Sand &
Gravel should be initiated with a view to a subsequent Agreement
between that company and the Municipality.

Dear Sir:
We ,the resident tax payers of Concession 8 and 9 here informally
wish to notify you of our strong objections towards your public notice
regarding the intended Amendment to the Durham Regional Official Plan
for part of Lot 32, Concession 10, from " Major open Space Oak Ridges
i�/Ioraine" to " Extractive Industrial" . A copy of your notice along
with copies of recent articles from the local newspapers are attached
and will be referred to.
We would first of all like to point out that the area in qu(,:-.,stiorA
is classified as The Regional Ground Water Re-Charge Zone, a Regional
Aquifer and Head Water location of many creeks and streams including
the headwaters of the Bomiianville Creek system. in view of this and
the fact that portions of this valuable area have already been totally
devistated and left destroyed we feel that any further disfigurement
which may cause unforseeable ramifications would be an environmental
crime of proponderence proportions committed in an irrevocable manner.
We the residents therefore demand that at least 3 separate independent
engineers reports be filed and copies distributed to the public upon
request, after which a 2 month period should be allowed for study prior:
to a series of open public meetings to be held for comments. As stated
previously the resultant effects on our environment are of the upmost
importance and should be examined from every aspect. Even if it is
proven that further extraction would have no detrimental effect on our
water shed the word " Environment" goes far beyond this to include
birds, animals and other forms of wildlife which inhabit this area.
We the residents purchased our land and have born hardships that country
life demands so that we can enjoy what the country has to offer. Any
further expansion of these gravel pits is seen as a real threat to the
joys and beauty of this country.

if it is finally agreed upon by all parties concerned to
commence extraction, we feel that each company extracting in the area
should be responsible for the restoration of the land to it' s natural
forms including proper contouring and reforestation. To guarantee
this it is strongly here suggested that each company be required to
post a bond of sorts to be hold by the Regional Government in a trust
fund form and should the company default or be unable to complete it' s
commitment then the fund would be implemented. To ensure that the
fund maintain sufficient monies it is further suggested that each pit
commence in stages whereby prior to the second stage being allowed to
be opened the first stage is totally restored to it' s natural form.
Should the company complete it ' s commitment then their bond would be
refunded in whole. This would eliminate pits that have " Run-out" to
just be abandoned leaving hundreds of acres of useless unwanted land
only to become an open sore in our countryside. This method would also
eliminate the gaudy ." Eye-sore" created by pits still in use by the
restoration of one section prior to the next section being opened for
extraction.
The second point which we feel should be brought out also deals
with the environment, however deals with the pollution aspect which any
extraction and transportation of same would create. We refer to the
newspaper article of April 4, 1979, entitled " Trucks on Leskard Road"
a copy of which is enclosed. As you are no doubt aware and appear to
agree with ; any. extraction of these pits would result in a substantial
increase in trucking. This of course causes more noise, more Just and
a greater danger to public safety as well as an even larger flow of
commercial type vehicles through residential areas. We are to say the
least astonished and surprized at Councillor Keith Barr ' s attitude and
comments which appear to have been made in total apathy and show no
concern whatsoever toward the residents on Regional Road 20. He
certainly does not voice our feeling in this regard. We would like to
draw your attention to our complaint of last year in which we voiced
our objection to any increase in the commercial type vehicle traffic.
This objection went unheeded and resulted in a flow of traffic in
which one gravel truck passes any given point every minute. We feel
that this last increase in the traffic has become quite unbearable
can you imagine what a 60% increase on top of that would do? These
vehicles start at approximately 5 :30 A.M. to 6 :00 A.M. and at times
are still travelling along our road at 10:00 P.M. to 11:00 P.M. as
well as on some Saturdays. This, as previously stated is totally
unexceptable for a residential area. Due to the volume of those dump
trucks now using Regional Road 20 the usual one minute allowance between
vehicles is not kept and we, then residents have been forced to wait 2 or
3 minutes in our driveways for a safe opportunity to enter the road.
Those of us on shift-work find it difficult to sloop during
the day, those of us with small children have problems with our
children waking 'Lip early not being able to sleep in the afternoon or
the evening, and those of us who spend out holidays at home find the
noise and dust utterly disturbing besides the aggrivating and at tii-fie's
deafening noise created by these vehicles the additional problem of
dust is also created. Lawn furniture cannot be left out and used again
before it is first cleaned, windows are constantly dirty no. matter how
often they are cleaned, and it is vertually impossible to hang your
clothes outside to dry, we are totally irrate about this infringement
on our private; lives, the inconvenience it has created and the safety
hazzards which have developed from it. 0
We the residents would like to state that it was the Region
which zoned our property as residential, it was the Regional which
has taxed us so liberally due to our country setting, it was the
Region which forced us to build houses in excess of 1750 square feet
which for most of us is more -than we require, we also pay higher hydro
rates to live in the country as well as exorbitant telephone ratt�s .
Now you are planning to route all this commercial traffic through our
residential area which we find is totally unjustifiable and somewhat
absurd in view of your prior zoning decisions. 0
Accordingly we the residents demand an end to any and all
commercial traffic traversing through residential arezas, to satisfy
-this end it is suggested that all gravel companies contribute on a
proportionate basis possibly with the assistance of 'the Regional
Governwtent towards the construction of a private commercial road
directly linking all pits to either Regional Road 57 or Regional Road
35 . This road not being constructed near or through any residential
area whatsoever. The road itself would not have to be a speedway, as
Concession 9 is used by these vehicles, but a mere gravel road would
do. The gravel can be donated by the pits involved thus reducing the
cost, a further benefit of this method would be that Moss Port could
also donate toward -the cost of the road as well as the use of same.
This would also eliminate the Moss Port traffic using a residentia'd-
road as well as seeing some benefits derived from the somewhat high
property taxes which have been levied against us. This would ultimately
result in no further complaints from -the public caused by the commercial
or Moss Port traffic, and in view of the fact that the pits already
have the necessary equipment they could also be responsible for the
mai)itenance of their road thereby reducing the ultimate cost of a new
road as well as reducing the amount of road maintenance required for
existing roads should they be used by this traffic. It should also be
pointed out that Regional Road 20 would have to be upgraded with solid

and better routine maintenance carried out as a step toward proper
highway safety. Should this method be carried out it would see a
reduction in outgoing tax monies toward roads which could be better
spent elsewhere.
Should you fail to see the benefits of this, method, fail to
realize the safety hazzards created, fail to appreciate- our feelings
and fail to foresee the environmental ramifications, we will. have no
alternative but to assume that you are riot at all interested in any
of the above. We the residents feel this would amount to an obvious
dereliction of duty, a blatant disregard for public opinion and an
indiscriminate waste of tax payers money all of which would di'splay
an incompetancy boardering on the edge of negligence.
We are therefore giving you written notice that should the
foregoing not be looked into in every detail or should your plans
be carried out upon completion of an investigation it is our intention
to sue for damages. These damages would include any expense incurred
as a result of further sa:c-ety measures we will, be forced to take, the
expense incurred for additional' cleaning other than normal, aggravation,
inconvenience and the devaluation of our land value. We feel that a
proper and fair compensation for the above would amount to,.$15,000. to
$20, 000. per resident family.
