Tender CL2002-36, Storm Sewer Construction, Old Scugog Road, Hampton and
Storm Sewer Repairs, Various Locations
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report COD-51-02 be received;
2. THAT Ron Robinson Limited, Bowmanville, Ontario with a total revised bid in the amount
of $54,204.60 (Including G.S.T.), being the lowest responsible bidder meeting all terms, .
conditions, and specifications of Tender CL2002-36, be awarded the contract for the
Storm Sewer Construction, Old Scugog Road, Hampton and Storm Sewer Repairs,
Various Locations as requested by the Engineering Department;
3. THAT item #12, Nash Road, Courtice, be deleted from the contract and be deferred to
the 2003 Storm Sewer Maintenance Budget;
4. THAT funds in the amount of $38,000.00 be drawn by relocating existing funds
committed for 1999 Winter Sand, 1999 Culvert Improvements and 2001 Sand and Salt
from account #2900-17-X;
5. THAT the remaining funds required in the amount of $25,000.00 ($62,408.50 tender less
item #12, plus design, contingencies and net GST, less $38,000.00 account
#2900-17-X) be drawn from account #7207-431-X; and
6. THAT the attached By-law marked Schedule "AU authorizing the Mayor and the Clerk to
execute the ssary agreement be approved.

BACKGROUND AND COMMENT
Tender specifications were provided by Totten Sims Hubicki Associates for the Storm Sewer
construction Old Scugog Road, Hampton and Storm Sewer Repairs various locations as
required by the Engineering Department.
Tenders were advertised in local papers, as well as the Daily Commercial News. Subsequently,
tenders were received and tabulated as per Schedule "B" attached.
All works included in the tender are maintenance related and were not specifically identified in
the 2002 Capital Budget. As the total tender amount, associated design and administration
costs are significantly higher than what has been budgeted for these maintenance works it is
recommended that item #12, Nash Road, Courtice be deleted from the contract and be deferred
to the 2003 Storm Sewer Maintenance Budget.
With the removal of item #12, the total trade amount is revised to $54,204.60 (inclusive of
G.S.T.)
The total funds required, including a final design and tendering, contract administration,
contingency and G.S.T., is as detailed in the letter from Totten Sims Hubicki Associates, marked
Schedule "B" is estimated at $63,000.00 ($54,204.60 less G.S.T. rebate, plus design,
administration and contingencies).
It is recommended that funds in the amount of $38,000.00 be drawn by relocating existing funds
committed for 1999 Winter Sand, 1999 Culvert Improvements and 2001 Sand and Salt from
account #2900-17-X. The remaining required funds in the amount of $25,000.00 ($62,408.50
tender less item 12, plus design, contingencies, and net G.S.T. less $38,000.00 from account
#2900-17-X) be drawn from account #7207-431-X.
The low bidder has previously performed satisfactory work for the Municipality of Clarington.
The Director of Finance has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications, etc., should be
referred to the Director of Engineering Services.

After further review and analysis of the bids by the Engineering Department, Totten Sims
Hubicki Associates and Purchasing, it was mutually agreed thatthe low bidder, Ron Robinson
Limited, Bowmanville, Ontario, be recommended for the contract for the Storm Sewer
Construction, Old Scugog Road, Hampton and Storm Sewer Repairs various locations.

THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON
BY-LAW 2002-
Being a By-law to authorize a contract between the
Corporation of the Municipality of Clarington and Ron
Robinson Limited, Bowmanville, Ontario, to enter into
agreement for the Storm Sewer Construction Old Scugog
Road, Hampton and Storm Sewer Repairs various locations.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS
FOLLOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the
Corporation of the Municipality of Clarington and seal with the Corporation Seal, a
contract between, Ron Robinson Limited, Bowmanville, Ontario, and said
Corporation; and
2. THAT the contract attached hereto as Schedule "A" form part of this By-law.

Municipality of Clarington
Tenders for the above project were opened at the Municipal Offices on Wednesday, October 2,2002, at
2:00 p.m. The bids received, inclusive of GST, are summarized as follows:

The low bidder's submitted tender has been reviewed and is in order. Ron Robinson Limited has
completed a number of projects for the Municipality of Clarington over the past two years that were
similar in nature to the works required under this contract. These works were completed with an
acceptable level of quality and workmanship.
This tender is composed of two different types of project 1) mainline sewer replacement and 2) remedial

works at various storm structures required to address existing deficiencies. All works included in the
Tender are maintenance related and were not specifically identified in the 2002 Capital Budget and Four
Year Forecast. A cost apportionment is attached detailing the estimated project costs based on the low
bid for each type of project. As the total tender amount, associated design and administration costs are
significantly higher than what has been budgeted for these works it is recommended that:
. Item No. 12 be deleted from the contract and be deferred to 2003 Storm Sewer Maintenance
Budget;
. $38,000.00 for the Hampton Storm Sewer works be drawn from
Account#29oo-17-X and
. $25,000.00 be drawn from AccountH 7207-431-X to fund the remedial works at 5 of the 6
locations (Item No. 12 deleted).
A cost apportionment is attached detailing the estimated project costs-based on the low bid for each
individual budget project. All three projects are estimated to be under budget.
With the removal ofItem No. 12 the total tender amount is revised to $54,204.60 (inclusive ofG.S.T.,
$50,658.50 exclusive of G.S. T.).
As funding is available for the revised total project costs and based on the past experience of the low
bidder it is recommended that Contract CL2002-36 be awarded to Ron Robinson Limited for the total
amount of $54,204.60 (inc!. of G.S.T.).
Tender deposits may be returned to all contractors except the low and second low bidders.
