Subject: FRANK STREET DRAINAGE. Background: Item 19 of the Public Works Committee Report No. 3 to Council (April 3, 1979) was amended and referred back to the Public Works Committee, as follows: " THAT Frank Street storm drainage scheme be referred back to the Public Works Committee to investigate other schemes to alleviate flooding in back lots at the next Public Works Meeting". Frank Street drainage, and back-lot drainage, has been the subject of discussion for the past two years. Attached are copies of various reports and resolutions pertaining to this subject. Report: The Drainage Act, Chapter 79, Section 4, Item 1 (Petition Drains) reads as follows:- "a petition for the drainage by means of drainage works of an area requiring drainage, as described in the petition, may be filed with the Clerk of the local Municipality in which the area is situate". Item 4(c) : "Where a drainage works is required for a road or part thereof, the engineer or road superintendent appointed under the Public Transportation & Highways Improvement Act, and having jur- isdiction over such a road or part". As requested, I reviewed the matter of the Fr aak Street Drainage with Jack Dnnbnm and we made an on site inspection on November J5. I also reviewed the previous reports submitted by the Director of- Public Works, Cu the Director's report of June 21, 1977, he states "that the Drainage Problem would appear to be a Civil Matter and not toLally a M,nj,j,,j_ concern", and I concur with this observation. In our npiniOD, the ultfmaLe solution to the problem would be to reconstruct the Storm Sewers on Prince Street from Frank Street to Simpsons Avenue and then construct n Storm Sewer on Franh Street to Prince Street under the Incal Improvement Act, REPORT # 53 June 27, 19YY , To: Chairnou & Members of the Public Wo0s covaittec. From, J. Dunham, Director of Public Works. Subject- FRANK STREET. Resolution W-158-77 (Public Works Committee of June 9, 1977) requested a report an the above. Frank Street, from King to Prince Street, is approximately 760 feet in length. The existing width of pavement is from 31 feet to 25 feet. The total right-of-way width is 66 Feet, with no parking restrictions, sidewalks, storm sewers or curbs, Sometime ago a request was submitted for a sidewalk, making, mention of the hazardous situation relating to parking la the area of the Dominion and Brewers fetal stores. Drainage is also a concern in the area. In the existing Needs Study, Frank Street, from King to Prince Street, is not defivient, and In 1.975 had an A.A.D.T,, of 430. Until Frank Street can be determined as deficient, it will be very difficult to obtain Provincial funding for re-- construction, In view of the above information, I cannot recommend any Further engineering expenditure, etc. , at this time. I would, howevey , recommend that consideration be give" to parking restrictions on one side of Frank Street (from King Street southerly, for, a short distance-. This wc-n0d improve the visibility at the= King Street and Frank Street intersection ) . In conclusion, the proposed Stoym Sewer Study, when complend , could enable us to update the Needs Study, and show the subject street as being deficient, REPORT # 36 may 19, 197L To.
