Item: Resolution # C78-1325.
Date: February 5, 1979.
Subject: PARKING - Bank of Montreal, Bowmanville.
Background:
In the preparation of the Traffic Operations Study Report reference
was made regarding access to the subject parking lot. The Study
identified that entry onto King Street, from the parking lot, was
extremely dangerous, especially when making a laft-hand turn.
Report:
The entrance/exit of the Bank of Montreal parking lot is wide enough
for two-way traffic; however vehicles entering or exiting locate
themselves in the centre of the driveway thus reducing the access
to one lane.
On-street parking in the area of the access also added to the danger-
ous conditions and this was resolved by eliminating parking adjacent
thereto.
On October 4, 1978, Council, by Resolution # C78-1325 stated:-
"THAT Item 18 on Page 6 of the Study
be implemented and that Council app-
roach officials of the Bank of Montreal
with a proposal for the redesign of
their parking lot, providing for a
one-way entrance from King Street and
a one-way exit to Temperance Street,
between the Bank of Montreal building
and the War Memorial".
The abovenoted resolution has been discussed by the 1979 Council who
concurred that the Bank of Montreal officials be approached.

The present entrance/exit has existed for approximately eight years
and, through those years, conditions have progressively increased
to the dangerous congestion now prevalent.
The estimated cost for the construction of the proposed access is
$850. 00 (Eight Hundred Dollars).
It is my opinion that, since the Municipality permitted only one
access to the subject parking lot, consideration should be given to
cost sharing of the second entrance/exit in an attempt to improve
the movement of vehicular traffic through the business core of
Bowmanville.
Recommendation:
THAT consideration be given to cost sharing, with the Bank of
Montreal, for the second entrance/exit.
