Background: As a result of discussion on September 14, 1978, the Public Works Committee passed Resolution # W-310-78 as follows:- "THAT the Director of Public Works, the Fire Chief, and the By-Law Enforcement Officer, investigate the matter fully and report to the next Meeting of this Committee." Report: On September 28, 1978, the appropriate staff met to discuss the matter. As a result, the Fire Chief is to approach the downtown Merchants and report back on the following:- 1. Hours of pick-up. 2. Disposal Box Containers. 3. Metal Storage Sheds. 4. Designated Fire Routes. d c � �� MEMO R A N D U M October 6, 1978. TO: Chairman and Members of the Public Works Committee FROM: J. Hayman, Area Fire Chief SUBJECT: Municipal Garbage Pick-Up Further to the meeting of September 14, 1978, in Hampton, I would note the following. Meeting held Thursday, September 28, 1978, with Director of Public Works, J. Dunham; By-law Officer, L. Simpson; Fire Chief, J. Hayman. It was proposed that the Fire Chief talk with the merchants as to their feelings of the existing situation. It would appear they are very much concerned with the number of incendiary type fires which we have encountered and in most cases are willing to co-operate in any means possible to prevent any re-occurrence of past fires. The following are comments of the merchants contacted. McGregor Hardware - Don McGregor Unpacks most of the merchandise Fridays and Saturdays, does pile cartons outside etc. in wooden box away from building overnight and weekends. Feels no advantage in change of municipal pick-up time. Would consider metal storage shed. Did have leased metal disposal units, finds it too costly. Would consider inside storage until pick-up time. A little concerned of safety factor. Establish Fire Route By-law feels not applicable to his location, no objections. Sporting Gesture, 67 King Street West - Ken Park Inside storage in basement of cartons etc. There is a disposal unit on site for the apartments above store does use on occasions. These units are situated next to wooden and brick building. Municipal pick-up advantage if 1 - 3 pick-up. Might consider metal storage shed. Abernethy's Paints - 55 King Street West Catons stored inside over night put out in morning. No advantage to Municipal Pick-up time change. Not interested in metal shed storage. Very careful of combustible storage, no rags or paint. No advantage to establish By-law for Fire Route. Request to clean brush from Veltri's Lot possible fire hazard. Chairman & Members of Public Works (2) Ellis Shoe Store - 49 King Street West - Mrs. Ellis Inside storage of cartons puts outside once a week Tuesday A.M. No advantage to change Municipal pick-up time. No advantage for metal storage shed. Interested in possible disposal unit for store and apartments. There is small existing metal shed for apartments over store (located next to building) . Advantage to have fire Route for lane often blocked by vehicles. Complaint youth smoking every noon hour, area rear of lot and to east (notified Durham Regional Police) . Travel Agency - 47 King .Street West - Mrs. M. Kowal Cartons paper etc. outside Tuesday for pick-up Thursday A.M. Interested in metal shed storage away from property buildings. Would be an advantage for change Municipal pick-up to 1-3 p.m. Inside storage of cartons etc. is a problem at present existing wooden shed at rear of building with considerable combustible storage. Disposal unit not feasible due to location and cost. Toy Shop - King Street West - David Smales Outside storage of cartons etc. overnight, trees to keep away from building. Interested in metal shed storage. Advantage change pick-up time of Municipal collection possibly 1-3 p.m. would keep inside until pick-up time. Some problem with parking in rear lane possible controlled by Fire Route by-law. Feels rear of buildings should have more illumination at night. Churchley Jewellers - 39 King Street West Interested in metal storage shed, puts out cartons, papers etc. overnight due to pick-up time. Advantage of change of time for Municipal pick-up. No room for inside storage area. Does have problem with rear lane due to parking advantage to have Fire Route by-law. Childs Ladies Wear - 37 King Street West - Mrs. Childs Very nervous regarding incendiary fire problem. Interested in metal storage shed away from buildings. No advantage to change Municipal pick-up time. Not interested in disposal unit. Fire Route By-law an advantage. Feel better illumination for rear of buildings. Chairman & Members of Public Works (3) Canadian Tire Association Store - Church Street - Mr. Macey Does keep cartons, paper etc. inside over weekend, otherwise outside over night. Has moved garbage trailer away from area of building. Feels there is a safety aspect with inside storage due to large amount. Would consider a metal storage shed. No advantage to change of Municipal pick-up time due to parking etc. Does not feel disposal unit is feasible due to where unit is placed. Has one for metal etc. from service bays. George's Clothing - King Street East Does place cartons etc. outside next to building nights, weekends etc. Claims has no storage room inside store. Claims no room for metal storage shed. Does not feel change of municipal pick-up any advantage as he unpacks he stores outside. Not very co-operative in regards to waste material. Becker's Store - King Street East - Brenda Sennett New Manager. Claims has absolutely no room for inside storage of cartons etc. Possibly interested in metal shed but cannot leave store to place material in shed. Must pile cartons etc. on sidewalk in area of rear west door. Possible advantage of change of Municipal pick-up later in day, not there at 07:00 hrs. Carnegie Pro Hardware - King Street East No room for metal storage shed at rear of store. Does pile cartons etc. against north wall of building as merchandise is unpacked. Advantage to change pick-up time of Municipal collection, as there would be no overnight waste outside. Has considerable number of propane tanks for heating and re- sale against north rear wall in area of waste disposal. Chartran's Mens Wear, Copp's Shoe Store, Allen's Meat Market, Carter's etc. Have a disposal unit placed in yard rear of buildings, which has corrected the situation at present. Does not appear to be a problem with access to rear of buildings. It would appear that considerable efforts and thoughts have been put into this matter in order to help eliminate the potential of incendiary type fires re-occurring with fire damage to buildings and the merchants would welcome any assistance which might be available to correct this situation. Mcllroy,A.M.C.T. , Town Clerk DATE: October 3, 1978 SUBJECT: LAND ACQUIRED FOR ROAD WIDENING I have been engaged in a lengthy correspondence with Mr. W. Kay Lycett, Solicitor for Mr. Wotten, R. R. # 1 Hampton, regarding land acquired by the Township of Darlington and the Township of Clarke in 1970 for road widening on the Townline between the two Townships. After checking with the two Township Solicitors, it appears that the land was actually acquired by the Townships but never actually deeded or paid for, except for a cheque for $1,500. paid by Clarke for damage to the Vender's property. On checking the records of both Townships, it is apparent that no cheques have been issued for the property. Recommendation I recommend that the agreed price be paid against the issue of the Deeds by Mr. Wotten as follows:- For land in former Clarke Township - 2.953 acres - $500.00 For land in former Darlington Twsp. .391 acres - $156.40 Respectfully submitted J.
