Director's Report to Finance & Administration Committee.
Item: Resolutions Nos. CS-76-79 & F-233-79.
Date: July 27, 1979.
Subject: Bowmanville Library & Museum - PARKING.
Background:
As requested by Resolution # CS-75-79 and Resolution # CS-76-79,
a report dated May 10, 1979, was presented to the Community
Services Committee and subsequently received concurrence of the
Finance & Administration Committee by Resolution # F-231-79.
Additionally to the above, Resolution # F-233-79 was passed.
Report:
After clarification of Resolution # CS-76-79 (by the Chairman
of the Finance & Administration Committee) an investigation in
regard to the feasibility of cars parking around the Bowmanville
Library building was conducted.
Consideration was given to the practicality of the driveway being
made to circle the Library, and actual available width was found
to be somewhat restrictive; also if the lawn were to be removed
a drainage problem could be created.
The rear of the existing lawn is terraced and slopes towards
the Library and providing a driveway around the building would
necessitate the regrading of the lawn. Should this be done it
is my opinion that the unique character of the landscaping would
be destroyed.
It should be noted that, if more than two cars should park in
the proposed driveway, one vehicle would be blocked in, which
is, under any circumstances, an undesirable situation.
Conclusion:
I do not feel that the proposal, as per Resolution # CS-76-79, frf\�
is feasible. f

Date: May 10, 1979.
SUBJECT: BOWMANVILLE LIBRARY & MUSEUM - Parking Proposal.
Background:
As a result of a memorandum of March 19, 1979, addressed to the
Town Manager, (see attached) Resolutions Nos. CS-75-79 & CS-76-79
were passed.
Report:
Resolution # CS-75-79.
THAT the Director of Public Works
be asked to submit a Schedule for
anticipated expenditures for con-
verting the front of the Library,
south of the steps to the south
boundary, into a Parking Lot and
moving the flagpole to the Town
Hall".
The following is a Cost Estimate in accordance with the above:-
Curb Cut $500. 00
Remove existing sidewalk and
.replace with reinforced. $960. 00
Excavation $750. 00
Granular Materials $300. 00
Asphalt $450. 00
Relocation of Flagpole $350. 00
Total. . . . . . . . . . . . . .$ 3,310. 00

The costs for the relocation of the flagpole may vary according to
the location chosen at the Town Hall.
Resolution # CS-76-79.
THAT the Director of Public Works
investigate the feasibility of

ular route around the Library".
The foregoing Resolution is in contradiction to Resolution CS-76-79
in that it requests an estimated expenditure for converting the
entire area, south of the steps to the south boundary, into a Parking
Lot.
Conclusion:
The Library and the area in which it is located, is an attractive
feature at the present time, and does credit to the Town. If off-
street parking were to be permitted immediately in front of the
Library, the unique character of the area would be destroyed.
At this time I would reiterate the review of the proposal made in
the memorandum of March 19, 1979 in that, if parking is permitted
in the manner suggested, hazardous traffic conditions would result
on Temperance Street.

Subject: Bowmanville Library & Museum -
Parking Proposal.
Date: March 19, 1979.
Further to your memorandum of March 16, 1979, regarding the above
subject, I have reviewed the proposal made by the Chairman of the
Library Board and hereto attach a sketch defining the area and
showing approximate dimensions.
It will be noted from the sketch that there are three items which
would require removal and/or relocation. These are the Hydro Pole
(which also carries Bell Canada lines) , a tree and the "Library"
Sign.
The curb would require cutting to provide vehicle access and I
would also point out that the existing sidewalk is not reinforced,
other than at the existing driveway which was done at the time of
construction, and this would be a matter of concern if vehicles
were permitted access over the sidewalk.
Parking is presently permitted on the east side of Temperance
Street, which results in the street itself only being 23 ft. in
width (i.e. two 11.5 ft. driving lanes).
The area south of the entrance to the Library is only 20 ft. in
depth and could not accommodate certain vehicles without their
protruding onto the sidewalk.
It is my opinion that a proposal such as that made by the Library
Board is not acceptable for various reasons, some of which I have
detailed above. Also to be considered would be the matter of costs
versus the number of parking stalls; the hazard of traffic reversing
onto Temperance Street, etc.
I have not prepared cost estimates, nor do I feel that this is nec-
essary; however, if the proposal should become a reality we will
submit a schedule of anticipated expenditure.
