HomeMy WebLinkAboutWD-ROBINS RD-78 CORPORATION OF THE TOWN OF NEWCASTLE PLANNING DEPARTMENT TELEPHONE 263.2231 - HAMPTON, ONTARIO, LOB iJO TO: Chairman & Members of the DATE: December 13, 1973 Public Works Committee SUBJECT: Lot 21 and Robins Road, Nome-Smith Subdivision, Orono We have reviewed the recommendations contained in Director's Report No. 108, and wish to submit the following comments. 1. Lot. 21. We note that on October 10, 1978, the following recommendation of the Planning and Development Committee was considered by Council : That the land be disposed of as follows; 1. Lot 21- that a pedestrian walkway be established on lot 21 and that the remainder of the site be developed as a tot lot. A fence should be erected by the Town on the eastern and western boundaries of the lot to protect the abutting land owners. 2. Blocks A and E- because of topographic constraints, we would suggest that these blacks remain in their natural state for use as passive recreational open space. 3. Block F- We feel that the highest and best use of Block F is for residential purposes. It is therefore recommended that Block F be divided and sold as two single family lots. However, before this is done the following steps should be followed at the Town's expense: (a) Commission a survey to delineate the limits of the proposed lots and to provide the 17 foot road widening allowance on the Taunton Road frontage requested by the Region. (b) Extend the one inch water main from the closest six inch water main to service both proposed lots. (c) Improve the portion of Robin's Road abutting Block F by extending the curbs to Taunton Road thereby improving the turning radius at the intersection. (d) Commission an appraisal by a qualified appraiser to deter- mine the current market value of the proposed lots. " At that time, items (1) and (3)(c) were referred to the Public Works Committee "for an input re design, cost and any otherpoints that come under _ 2 - its terms of reference. " In addition, item (1) was referred to Community Services Committee relative to the "proposed tot lot design and cost. " At the October 23,1978 meeting of the Community Services Committee, "the matter of the design and cost of a tot lot on lot 21, Home Smith Prop- erties, Orono, was referred to the Director of Community Services to liase with the Director of Public Works and the Planning Director and bring back a report. " Accordingly, on December 7, 1978, a preliminary meeting was held between the Director of Community Services and members of the Planning staff. The purpose of this meeting was to prepare a preliminary concept for the design of the proposed tot lot. It was the intention of those present at the meeting to prepare a site plan for the tot lot and to present this plan to a joint meeting of the Public Works, Community Services, and Planning and Development Departments for input. Since the preliminary site plan has not yet been completed, this joint meeting has not yet been held. Because of the location of the walkway is an integral part of the design of the tot lot, we respectfully suggest that it would be premature for this Committee to make a decision with respect to the location of the proposed walkway until the design of the tot lot has been finalized. 2. Robin's Road. Report No. 108 recommends that no action be taken regarding extending the curbs on Robin' s Road. We would like to take this opportunity to point out that the recommendation of the Planning and Development Committee was based on the public input received at a meeting held in Orono regarding the potential uses of certain Town owned properties in the Home-Smith Subdivision. At this meeting, several residents of the subdivision expressed concern about the intersection of Robin's Road and Taunton Road and requested that the entrance be improved and that the pavement be widened to increase the turning radius. The apparent concern of the residents regarding the safety of this intersection was the reason for our recommendation that the curbs be extended. 3. Recommendation. For the reasons listed above, we recommend: 1. That no action be taken with respect to recommendation "a" of Report No. 108 until the design of the proposed tot lot has been finalized as per resolution CS-263-78 of the Community Services Committee; and - 3 - 2. That no action be taken with respect to Recommendation "c" of Report No. 180 without a careful consideration of the concerns of the area ratepayers as expressed at the Public Meeting of June 22, 1978.
