Dunham, Director of Public Works SUBJECTs Special Garbage Pick Up DATE: October 169 1975 I wish to refer to an attached memoran- dum and Resolution No. W-279-75 dated June 4 and 5 19759 at which time a rather important issue was acted upon by the Works Committee and to my knowledge adopted by Council. Now to me a policy was established9 set out by a 6ommittee of Council which staff are bound to abide by and follow. In return' this direction was handed down by myself for staff to follow and enforce' which they have been doing® On October 149 19759 Committee of the Whole changed this policy somewhat to the effect that the municipality will pick-up leaves. I would say this action at this time makes staff look foolish$ embarrassed and frustrated to say the least. By the time this Committee meets, Council will have supposedly adopted Committee of the Whole report of October 149 1975® I therefore. suggest that this Committee rescind and/®r amend Resolution No® W-27975 in an endeavour not to make things any ore difficult than they already are® Public Works Committee - 7 June 5, 1975 (6) im Busnwss ( ) Director of Public Work .o. "C,ARRIID" (ii) Special Garbage Pick-up The Director's Memo of June 4, 1975, set forth the following recommendation. "If this service is to continue in the fature, I would recommend that portable boxes be supplied:- *Ad placed in the works yard, whereby people could deposit special items to be disposed of. These boxes can be supplied by Security Recycling at a much lesser cost than has been experienced in the past. For example a. 30 yard box costs $55.00 per week which means when it was fall Another box would be dropped. and the full one taken away'. Resolution �No. W-279-75 Moved by Councillor Lyall, seconded by Councillor Tink, That the Director of Public Works be authorized to contract with Security Recycling to place ^ 30 cubic yard container in the Public Works Yard, Bowmanville, for one month each during the spring and fall special garbage pick up period and to advertise this service in the rapp.copriato newspaper. Hobbs , Chairman of Public Works Committee J® jn)unham, Director of Public Works SUBJECT : Special Pick-up DATE: June 4, 1975 During the week of May 20th, 19759 we had a special pick-up for the residents within the area that have municipal garbage coll- ection. The intent was to give people a chance to dispose of items that are not picked up with normal garbage. A notice was published in the local paper well in advance stating all loose trimming etc. to be in boxes hedge cuttings tied, no large trees will be picked up. This notice had little or no effect on what people deposited out at the street for pick- up. As a resultq some had broken concrete and other articles that two men could not liftq lot alone load into a dump truck. As a result, in some cases a loader had to be used. Costs for the six day collection, which in-0 eludes labour and machine timep was $2376. 54® If this service Is to continue in the future, I would recommend that portable boxes be supplied and laced in the Works Yardo where by people could deposit special items to be dimpoiod of. These boxes can be supplied by Security Recycling at a much lessor cost than has been experienced in the past. For example, a 30 yard box costs $55.00 per week which means when it was full another box would be ,dropped and the full one taken away® In short, $55.00 would be the total cost re- gardless how many time It had to b e d umped,
