BACKGROUND
Council approved at their meeting of June 25, 2001 the award of the general
contract for the construction of the addition to the Municipal Administrative Centre
and renovations to the existing building to Aquicon Construction.
The contractor commenced work on the site the week of August 12, 2001 and has
made considerable progress in accordance with the approved schedule submitted to
the Building Committee on October 31, 2001.
Site meetings are held every other week to review work progress, site details and
construction co ordinations. Both the Director of Operations and the Library Director
are part of the Building and Project Committee and h.ave been actively involved with
the design and site meetings since 2000.
The new addition will comprise of four floors, penthouse and a mezzanine area. The
Clarington Library will occupy the first two floors and mezzanine. Planning Services
and Engineering Services will occupy the third floor of the new addition. The fourth
floor will include Library Administration and Clarington Information Technology
Department. There is approximately 2,200 square feet of unassigned municipal
space on the fourth floor for further municipal administration expansion.

CONSTRUCTION SCHEDULE
The approved construction schedule indicates a total project completion by April 15,
2003. Due to the fact that the project will be handled in two phases the new addition
including the Library and MAC Administrative space is expected to be completed
substantially by early December 2002. The renovations and connecting corridors to
the existing MAC will be completed by April 2003.
We are continually reviewing the schedule with the Contractor to minimize
inconveniences to our Municipal operations, as well as to explore opportunities in
fast tracking the project. we have been fortunate to relocate staff outside of the
MAC during construction allowing the contractor some flexibility in fast tracking
various areas.
Further to report OPD-001-02, February 4, 2002, the following Departmental/Division
relocates have or will be occurring:
1. Marketing & Tourism - Lower level of existing Library - Complete
2. Purchasing Division - Upper Floor 166 Church Street - Complete
3. Community Services - GBR complex - Complete
4. Engineering Department - Lower level of existing Library - June
The only change from the previous report is that Community Services has
decided to relocate to the meeting room at the Garnet B. Rickard Centre instead of
23 Silver Street.
There is a possibility that some of the Municipal operations may be reallocated to the
main floor of the addition once it has met all approvals to expedite the completion of
the project. This will be reviewed in June and October by both the Director of
Operations and the Library Director and will advise Council and the Library Board
accordingly.

PROJECT PROGRESS
As of May 10, 2002 the project is on schedule. The structure is complete and the
brick veneer installation has started. Windows are being installed as the brickwork is
being completed.
Metal studs are installed for approximately 90% of the walls and mechanical and
electrical rough ins within the walls and ceilings are approximately 50%complete.
Major mechanical equipment including generator, chiller and main heat recovery
units are installed with the penthouse but yet to be connected.
By the end of June the building envelope will be substantially complete and the
interior drywall installation will begin.
