THAT Report CD-47-97 be received; 2. THAT a copy of Report CD-47-97 be forwarded to IMSG Properties Ltd. Mosport, Mosport Park Limited and the North Clarington Ratepayers' Association Inc. BACKGROUND AND COMMENT: On June 9, 1997, Council considered Addendum to Report CD-26-97 and subsequently passed amendments to the Municipality's Noise By-law, Public Entertainment, Festivals and Parades By-law and Exhibitions Held for Hire or Gain By-law. With respect to Mosport Park, the amendment to the noise by-law sets out maximum levels of audible sound for various times of the day, whether the sound emanates from music or racing. In the report, it was stated that IMSG's first year of operation of the Mosport site would be used as a test period. During the season, four main points became evident through the sound measurements: • review of the by-law is required with respect to the areas to the north-east and east of the park • previously agreed upon noise control efforts for the oval track will need to be put in place • noise emanating from concerts will need to be reduced • scheduling of events will need to coincide with the time limits in the by-law RPAPELRD Ec", // U ^�/� THIS 6 PAS DC,Y RECYCLED PAPER Report CD-47-97 - 2 - October 20, 1997 IMSG had applied for a permit for racing on Thanksgiving Weekend. This permit was granted, upon the understanding that following the event, meetings would take place in order to address the above matters. IMSG has been advised that, failing resolution of the above matters, permits may not be forthcoming for any events during the 1998 season. During the course of the weekend, complaints related to the scheduling of events were received from two residents of the area.
