Subject: LAUNDRY FACILITIES - ANIMAL CONTROL SHELTER

Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1 . THAT Report CD-9-96 be received; and
2. THAT the purchase of laundry facilities for the Animal Shelter be approved and
the purchase amount be drawn from the 1995 Health & Safety Committee
Account #7007-1-520, FORTHWITH.
1 . BACKGROUND
1 .1 At a meeting held on December 11, 1995, Council approved the following
resolution:
"THAT Staff review and report on the purchase of a washing machine for
the Animal Control Shelter, FORTHWITH."
1 .2 Subsequently, Staff liaised with the Health and Safety Committee to schedule an
inspection of the Animal Control Shelter. On December 28, 1995, prior to the
inspection of the Health and Safety Committee, a veterinarian diagnosed the
possible presence of the feline distemper virus in the Animal Shelter. Our Animal
Control Officers disinfected cages, walls, vent drains, animal dishes and various
surfaces daily. At our request, a vet attended at the shelter on January 4, 1996

to make a determination on the safety of the shelter for humans and animals.
One of the recommendations of his report dated January 8, 1996, states that ....
"Slight improvement could be achieved by wearing protective gowns and gloves
when handling sick animals and by ensuring that sick animals are treated last ...."
1 .3 A copy of the memorandum dated January 18, 1996 from the Health and Safety
Committee (See Attachment #1) states that ...."laundry facilities should be used
to prevent hazards from the workplace ...." i.e., contaminated protective gowns
worn by staff during treatment of the sick animals and the soiled blankets used
by these animals.
1 .4 The Health and Safety Committee, by memorandum dated January 25, 1996, (See
Attachment #2) has recommended the purchase of laundry facilities with funds
to be allocated from the 1995 Health and Safety budget and staff now requests
Council's approval to proceed.
It is therefore recommended:
1. THAT Report CD-9-96 be received; and
2. THAT the purchase of laundry facilities for the Animal Control Shelter be
approved and the purchase amount be drawn from the 1995 Health &
Safety Committee Account #7007-1-520, FORTHWITH.

ANIMAL CONTROL CENTRE
In review of the conditions at the Animal Control Centre, it is recommended that where
biological hazards are present, the following should be the minimum guidelines.
• spills to be cleaned up immediately
• no one should smoke, eat or drink in a hazardous work area
• laundry facilities should be used to prevent hazards from the workplace
• lockers and showers should also be investigated as well to contain any hazards
from leaving the area
Safe p edures should be designed to deal with the specific hazards.
