Subject: ANIMAL CONTROL SERVICES - UPDATE ON ACTIVITIES

Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1 . THAT Report CD-10-96 be received for information; and
2. THAT a letter of thanks from the Municipality of Clarington be forwarded to
Mr. Ray Hume, for his generous donation of Pet Valu Pet Food to the Clarington
Animal Shelter.
1 . BACKGROUND
1 .1 This is further to Council's recent request for an update on the transfer of Animal
Control Services to the Clerk's Department.
1 .2 Since December 4, 1995, Staff have been very busy working together to achieve
positive results and the following activities have taken place:
• In early December, two Animal Control Officers attended a "Seminar on
Rabies and Cat Diseases". In mid-December, Len Creamer, Senior
Municipal Law Enforcement Officer, conducted an "In House" Afternoon
Session on Court Procedures. This was for the benefit of the Animal
Control Officers who must proceed to court pertaining to charges laid on
animal related violations.

• The rental of 2 car radios, 1 base station and 1 heavyweight portable radio
has been cancelled and replaced with two lightweight cellular telephones.
This will generate an approximate yearly saving to the municipality of
$2,000.00. The Animal Control Officers also prefer the use of the new
lightweight cellular telephones which attach to their belt and allows them
the use of both hands while working with the animals.
• The Animal Control Officers have been busy formulating "positive
messages", for inclusion in the municipality's ads regarding "Adopt a Pet"
and "Pet of the Week" which are featured in local newspapers, i.e., "A
COLD NOSE CAN WARM THE HEART", "PLEASE HELP US TO PROTECT
YOUR PET, PLACE AN IDENTIFICATION TAG ON ITS COLLAR", etc.
• On weekends and week nights, when someone is calling to advise that
they have found a dog which has a dog tag, the Fire Department
Dispatchers would be able to match the lost pet with its owner if they had
access to the "Dog Licence Application" on their computer terminal. At this
time, Staff is actively pursuing this concept. The Fire Department
personnel are well aware of their emergency priorities but have expressed
a desire to work together to implement this procedure, which will:
• provide better service to our pet owners;
• decrease the number of call outs to our Animal Control Officers;
• reduce expenses incurred by the Municipality; and
• allow interdepartmental staff to collaborate towards achieving
common goals.

• On December 18, 1995, our Animal Control Staff received 120 cases of
Pedigree Condition Pal Pet Food donated by Mr. Ray Hume. Each case
contains 12 cans x 15 oz., worth an approximate value of $1,500.00. In
Staff's estimation, this is good quality pet food and we are most
appreciative of this donation for our animals. Staff recommends that a
letter from Clarington expressing thanks and appreciation be forwarded to
Mr. Hume.
It is therefore recommended that:
1. THAT Report CD-10-96 be received for information; and
2. THAT a letter of thanks from the Municipality of Clarington be forwarded to
Mr. Ray Hume, for his generous donation of Pet Valu Pet Food to the
Clarington Animal Shelter.
