THAT Report CD-34-96 be received; and 2 . THAT the Pound Keepers appointed by the Council of the Municipality of Clarington be remunerated at a rate of $50 . 00 per call plus mileage . BACKGROUND AND COMMENT: Under the Pounds Act, 1990, Council appoints Pound Keepers in order to provide a facility to house livestock found running at large until such time as they are claimed by the owner. Presently, the Pound Keeper is paid for his services (the cost of keeping the animals) by the owner when claimed. If the animal (s) are not claimed, they are taken to auction and the Pound Keeper is reimbursed from the sum realized from the sale . There have recently been two incidents whereby the Pound Keeper has been called by the Police Department to remove an animal from a highway. The latest incident occurred on May 26 when a horse was running loose on Highway 115 at Concession Road 9 . The Pound Keeper, after being called by the Ontario Provincial Police, attended to the site . Shortly after his arrival the owner of the horse arrived and took the horse home . In this case, the Pound Keeper has made arrangements to have a truck available to the police department, attended the site and then returned with no livestock, thereby not realizing any remuneration for his time and effort . PA- 1AL- $RECYPCLE 606 ILRG 2 PRI-RECY-D PALER Report CD-34-96 - 2 - June 17, 1996 In contacting other municipalities to determine the method used in remunerating their Pound Keepers, the following was found: Brock - $5 . 00 per animal Scugog/Uxbridge - $40 . 00 per call and mileage Whitby/Ajax/ - $19 . 85 per hour (minimum 3 hours paid per Pickering call after hours) - uses town vehicle Oshawa - City employee is appointed as Pound Keeper and receives a minimum of 2 hours salary at time and a half - uses city vehicle Cobourg/Port Hope - Town employee is appointed as Pound Keeper and is paid regular salary - uses town vehicle (enforces Pounds Act for five townships) In light of the foregoing comparison, it is respectfully recommended that the Municipality of Clarington remunerate its Pound Keepers at a rate of $50 . 00 per call plus mileage .
