THAT Report CD-60-96 be received; 2. THAT the most easterly row of parking directly adjacent to Division Street in the parking lot located east of the court house/fire hall building, be marked "Reserved Parking" for the use of Trinity United Church; 3. THAT a central meter be installed for the parking lots located east and west of the court house/fire hall building at an approximate cost of $12,292.00, with the necessary funds to be withdrawn from the Parking Reserve Account #1110-00162-0000; 4. THAT steps leading from the parking lot to Division Street not be constructed; 5. THAT the appropriate by-law be forwarded to Council for passage; and 6. THAT Trinity United Church and the Bowmanville Business Centre be advised of Council's decision. BACKGROUND AND COMMENT: I Following a presentation from representatives of Trinity United Church, Council at its meeting of February 27, 1995, approved Report ADMIN.5-95, thereby declaring the east and west court house/fire hall parking lots "Public Parking" with the consideration of the installation of meters left for future discussions with the Bowmanville B.I.A. i i I I EAPE`DD RECD E 701 Rf66 PRMEDo RECYCLED PAPER Report CD-60-96 Page 2 Representatives of the church have once again approached the municipality with parking concerns. These concerns have been precipitated by the fact that construction has commenced on the Temperance Street site across from the library where many individuals (mostly downtown employees) were parking. These individuals have taken to parking on the west side of the court house/fire hall, thereby forcing municipal staff to park in the easterly lot. This is the lot which the church has been using for their functions and they now find they are unable to access adequate parking there. In discussion with a representative from the church, it was suggested that the row of parking immediately adjacent to Division Street (14 parking spots) be dedicated strictly for church use. This solution would adequately meet the needs of the church. In Report ADMIN.5-95, Council was advised that the lots on both the east and west side of the court house/fire hall were at one time metered. In the late 1980s, the provincial government brought in the Commercial Concentration Tax calling for taxes to be paid on municipal parking lots that were producing parking revenue. The meters were removed at that time. During the 1994 taxation year, the Commercial Concentration Tax was rescinded. Accordingly, it is recommended that a central meter monitoring both of these lots be installed, thereby making these lots consistent with the Division Street lot (south side of Church Street) and the Silver Street lot. The costs which would be incurred for the above recommendations are as follows: 1 Pay & Display Machine $11,792.00 Appropriate signage (approx.) (including labour and equipment) 500.00 TOTAL COST $12,292.00 The monies for this project would be taken from the Parking Reserve Account #1110-00162-0000. These plans have been discussed with a representative of the Bowmanville Business Centre who has indicated agreement with the recommendations. 702 Report CD-60-96 Page 3 During discussion with the church, concern was raised over the height of the retaining wall on Division Street and a request was made for the installation of steps leading from the parking lot to street level. This matter has been discussed with the Public Works Department. Steps have been put in place in the parking lot south of Church Street, however, shortly after construction, the handrails were broken off through vandalism. The steps on the south side of Church Street were warranted because the parking lot is larger and it was undesirable to direct parking lot patrons to the busy driveway/laneway at the south end of the parking lot. Further, the absence of stairs in the south lot would force individuals to walk a further distance than is the case in the northern lot. It is the opinion of the Public Works Department that the presence of steps leading from the middle of the northern parking lot to street level would encourage people to jay walk rather than to walk to the intersection to cross the street.
