Subject: STAFFING COMPLEMENT - BY-LAW ENFORCEMENT DIVISION
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report CD-7-95 be received;
2 . THAT the organizational chart for the Clerk' s Department be
amended by adding a Confidential Secretary position in the
By-law Enforcement Division; and
3 . THAT staff review the spatial requirements of the By-law
Enforcement Division.
BACKGROUND AND COMMENT:
With the rapidly increasing population of the Municipality of
Clarington, the By-law Enforcement Division of the Clerk' s
Department is under great pressure to keep abreast of the
workload.
In reviewing the number of cases handled each year, it has become
clear that more officers are required to allow the Division to
properly serve the Municipality if the present level of service
is to be maintained.
Until the issue of the delivery of services in the Animal Control
Section is resolved, considering that the present Animal Control
Officers carry out some by-law enforcement duties, we would not
recommend an increase in the By-law Enforcement Officer
complement at this time . However, there is a serious need of
additional clerical support for the Division.
Presently, the clerical needs are being met by a clerk-Typist II
position on a part-time basis . This individual is in fact a
staff member of the Planning Department who divides her time
between Planning functions and By-law Enforcement functions .

Historically, the By-law Enforcement Division consisted of one
By-law Enforcement Officer with the support of one full time
clerical position. In 1989, a second officer was added to the
complement and the clerical position was reduced to part-time
assistance .
In reviewing the operation, it became apparent that the lack of
full time clerical support is hindering the officers in carrying
out their duties as they spend a good portion of their day
performing clerical duties . It is for this reason that staff is
requesting authorization to create a clerical position dedicated
solely to the By-law Enforcement Division.
Because of the nature of the work involved, it is recommended
that the position be that of Confidential Secretary (Level 7 of
the Salary Administration Program $27, 033 - $33 , 298/annum) .
Should Council approve this recommendation, the clerical position
shared between Planning and By-law Enforcement will remain in the
Planning Department on a full time basis.
Another difficulty encountered with respect to By-law Enforcement
is the lack of space in its present location on the second floor
of the Municipal Administrative Centre . The allocation of space
consists of two offices (one for each officer) , a work station
for the Clerk-Typist II, and a work station for the Parking
Enforcement Officers (shared by two individuals) . With the
creation of a Confidential Secretary position, the present
location is inadequate . It is therefore recommended that staff
be authorized to review the spatial requirements with the thought
of eventually moving the Division.
