Subject: STUDENT PAGE PROGRAM
Reconynendations:
is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report CD-34-95 be received for information.
BACKGROUND AND COMMENT:
In July 1995, Council directed that a Student Page Program be
implemented along the same lines as the program in the Town of
Cobourg. Since that time, a letter of interest has been received
from Linda Welch, 8th Bowmanville Girl Guides . In speaking with
Mrs . Welch, it was determined that the Page Program would enhance
the third year Guide curriculum, as the study of local government
is part of the program. Following an article in the local press
regarding the proposed program, a student visited the Clerk' s
office and indicated her interest .
The idea behind the program is to provide an opportunity for
students to learn about municipal government in their community
by observing the Municipal Council, meeting with local
politicians and officials and assisting the Clerk at Council
meetings .
The pages will receive the same agenda and supporting
documentation as the members of Council, with the exception of
material to be discussed in camera. The Clerk will meet with the
students prior to the Council meeting and provide background for
each item. On the evening of the Council meetings, the pages
will be requested to arrive at the Council Chambers 30 minutes
prior to the start of the meeting. They will assist with any
setup and distribution of last minute documents to the members of
Council . Following completion of these tasks, the pages will
greet the members of the public attending the meeting and direct
them to the public gallery.
During the meeting, the pages will sit with the Clerk and receive
and distribute materials to the Council members .

The Director of Administrative Services in Cobourg has indicated
that the program has been a great success . Although many of the
issues debated at the meetings are not easily understood by the
students, most seemed to have enjoyed the experience .
It is the intention to commence the program on November 27, 1995 .
As there are four students involved in the program at this time,
they will work in teams of two and each team will be in
attendance at one meeting per month. However, at the meeting of
November 27, all four pages will be present to kick off the
program.
Should the program prove to be a success, it will be expanded to
include a larger number of students .
