THAT Report CD-14-94 be received; 2 . THAT the two hospital staff members and the four security guards listed on the letters from the Hospital and Burns Security be appointed By-law Enforcement Officers for the sole purpose of enforcing the Traffic By-law on the Hospital property; 3 . THAT the By-law attached to Report CD-14-94 appointing these people be forwarded to Council for approval. REPORT On November 22, 1993, the Bowmanville Memorial Hospital's Director of Environmental Services, Mr. Andre Hendriks wrote to the By-law Division requesting our assistance in improving parking enforcement on the hospital property. At the present time, parking offences at the Hospital are handled by the Parking Enforcement Officers and the Durham Regional Police. This requires the Hospital to call in and ask for an officer to attend and tag a vehicle on their lot. The guard or member of staff must then wait until an officer arrives and co-sign the parking ticket as the agent of the property owner. This can lead to long delays if an officer is not readily available when the complaint comes in. The most viable solution would be for the Hospital to take over the enforcement duties strictly on their own property. Attached to this report is a copy of Mr. Hendricks ' letter, together with a copy of a letter from Burns International Security Services Limited requesting the appointment. 01 EYO EA PIED PAPER RECYCLE THIS G PR:IJtED IXJ RECYCIED PAPER CD-14-94 - 2 - April 18, 1994 Once appointed by By-law the specified guards and staff members would have the authority to issue Parking Infraction Notices on their own property. Other municipalities have adopted this approach as it offers the most efficient solution to very localized problems . The By-law Enforcement Division will provide training to the guards to ensure that their enforcement duties are carried out properly. It is therefore recommended that the two hospital staff members and the four security guards listed on the letters from the Hospital and Burns Security be appointed By-law Enforcement Officers for the sole purpose of enforcing the Traffic By-law on the Hospital property and that the By-law attached to Report CD-14-94 appointing these people be forwarded to Council for approval. I have attached a letter listing the required information from Burns Security our security services firm. The Hospital employees that we are interested in designating are Mr. Mel Green, Director, Engineering Services and Mr. Frank Seymour, Groundskeeper, Engineering Services. Their home addresses are as follows: Mr. Mel Green Mr. Frank Seymour 6 Sumac Road 2640 Lamb's Road Blackstock, Ontario Bowmanville, Ontario LOB 1 BO L1 C 3K5 The main concern of the Hospital is to effectively control those areas on Hospital property where parking violations are repeatedly occurring and could potentially have serious implications. Those persons named on Schedule A, which is hereinafter attached and forming part of this by-law, are hereby appointed as By-law Enforcement Officers for the sole purpose of enforcing the Traffic By-law of the Municipality of Clarington on the private property of the Bowmanville Memorial Hospital at 47 Liberty Street South, Bowmanville, Municipality of Clarington.
