Subject: APPLICATION FOR DESIGNATED PROPERTY GRANT
NORTHCUTT & ELLIOTT FUNERAL HOME
53 DIVISION STREET, BOWMANVILLE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report CD-1-93 be received;
2 . THAT a Designated Property Grant in the amount of $3,000 . 00 be
approved for Northcutt & Elliott Funeral Home;
3 . THAT the funds required be taken from the Miscellaneous
Clearing Account #1003-00015-0000; and
4 . THAT the Ontario Heritage Foundation, Mr. Cory Kuipers and the
Local Architectural Conservation Advisory Committee be advised
of Council's decision.
BACKGROUND AND COMMENT:
Northcutt & Elliott Funeral Home, located at 53 Division Street,
Bowmanville, was designated as being of historical and
architectural value in April 1991. The owner of the property, Mr.
Cory Kuipers, has recently completed restoration work on the
exterior of the building and has submitted an application for a
Designated Property Grant in the amount of $3,000 . 00.
The Ontario Heritage Act, 1974, states that owners of property
designated under the Act can apply to the municipality for grants
of 50 percent of the total cost of the work, to a maximum of
$3,000 . 00 in any calendar year to offset the cost of restoration
work. Once the grant has been paid by the municipality,
application is made to the province for reimbursement of the entire
amount, plus 10 percent to cover administrative costs .

The work completed on the funeral home was the replacement of vinyl
sofits, facia, etc. , with reproduction identical wood sofits,
facia, back board and brackets . The cost of this work totals
$7,727 . 00 .
The Local Architectural Conservation Advisory Committee has
inspected the work and it is found to be satisfactory.
It is, therefore, recommended that the grant application submitted
by Mr. Cory Kuipers in the amount of $3,000. 00 be approved.
