By-Law#Report#: CD-2-92 File#:
Subject: APPLICATION FOR DESIGNATED PROPERTY GRANT
GLENN MILLSON, R.R. #1, ENNISKILLEN, ONTARIO
THE EBER MILLSON HOUSE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report CD-2-92 be received;
2 . THAT a designated property grant in the amount of $3,000 .00
be approved for Mr. Glenn Millson;
3 . THAT the funds required be taken from the Miscellaneous
Clearing Account #1003-15-X; and
4 . THAT the Ministry of Culture and Communications, Mr. Glenn
Millson and Mrs . Phyllis Dewell, Chairman, Local
Architectural Conservation Advisory Committee be advised of
Council's decision.
BACKGROUND AND COMMENT:
On May 28, 1990, Council approved in principle a property grant
application in the amount of $3, 000.00 (See Report CD-17-90
attached as Schedule "A" ) . When the decision of Council was
forwarded to the Ministry of Culture and Communications, the
application was questioned because it appeared that the work had
previously been completed and a grant of $1,971.50 authorized.
Phyllis Dewell, Chairman of the Local Architectural Conservation
Advisory Committee has determined from the owner that the present
application is being submitted for work which was completed on
the south side of the house. The grant which was received in
1990 was for work completed on another side of the house.

SI ECT: Application for Designated Property Grant
Glenn and Linda Millson
R.R. #1, Enniskillen, Ontario
"The Eber Millson House"
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following:
1. THAT Report CD-17-90 be received;
2 . THAT the Designation Property Grant Application submitted by
Mr. and Mrs . Millson in the amount of $3,000 . 00 be approved
in principal;
3. THAT the funds required be taken from the Miscellaneous
Clearing Account, 1003-00015-0000; and
4 . THAT Mr. and Mrs . Millson, Mrs. Phyllis Dewell, Chairman,

actions taken.
BACKGROUND AND COMMENT:
The Eber Millson House, R.R. #1, Enniskillen, owned by Mr. and Mrs.
Glenn Millson, was designated as a heritage property in November
1988 . The owners have identified work at a cost of $6,000. 00
required to be done to the exterior surface of the structure and
have filed an application for a grant of $3,000 .00 to assist in
offsetting the costs associated with the project.

Grants are available to owners of designated properties under the
Ministry of Culture and Communications "Designated Property Grant
Program" . The Ministry has indicated that funds are available and
it is appropriate that this application, which meets the programs
grant criteria, be processed at this time.
For Committee's information, I advise that funding for the program
requires that the Municipality pay the grant portion (first having
determined that the works have been properly completed) and then
make application to the Heritage Branch of the Ministry of Culture
and Communications for reimbursement. The Town can obtain full
recovery plus 10% to cover the administrative cost.
The Treasurer has indicated that funds pertaining to designated
property grants would be taken from the Miscellaneous Clearing
Account 1003-00015-0000 . Once the work has been completed and
inspected by L.A.C.A.C. a subsequent report will be forwarded to
the Committee authorizing payment of the grant.
