Subject: STRIKING COMMITTEE/GENERAL PURPOSE AND ADMINISTRATION
COMMITTEE MEETING STRUCTURE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report CD-4-92 be received;
2 . THAT appointments to various boards and committees be dealt
with by the General Purpose and Administration Committee;
and
3 . THAT the by-law attached to Report CD-4-92 be forwarded to
Council for passage.
BACKGROUND AND COMMENTS:
Because of the recent amendment to the Town's Procedural By-law
which provides for the Striking Committee to be composed of all
Members of Council and the suggestion that Striking Committee
meetings be held in conjunction with the General Purpose and
Administration Committee meetings, it is now apparent that the
Striking Committee has become redundant.
It is staff's recommendation, therefore, that the Procedural
By-law be further amended to allow for the General Purpose and
Administration Committee to deal with appointments to various
boards and committees . This amendment will allow for one meeting
to be held, rather than adjourning from the General Purpose and
Administration Committee meeting and then commencing a Striking
Committee meeting.

The amending by-law will include a section repealing By-law
91-203 . This by-law, passed on December 2, 1991, amended the
composition of the Striking Committee from the Mayor and three
Councillors to the Mayor and all Councillors .
Once this amendment is adopted, the recommendations of the
Committee will be presented to Council as part of Report #1,
rather than being presented as a separate report, as is presently
the case.

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW 92-
being a by-law to further amend By-law #78-53, as
amended, a by-law to govern the proceedings of the
Council of the Town of Newcastle, any of its
Committees, the Conduct of its Members and the calling
of Meetings, and to repeal By-law 91-203
WHEREAS Section 104 of the Municipal Act authorizes Municipal
Councils to pass by-laws for governing the proceedings of
Council, Conduct of its Members and the calling of meetings;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF
NEWCASTLE ENACTS AS FOLLOWS:
1. THAT By-law #78-53, as amended, be further amended by
deleting Paragraph 8(f) which states that:
"Appointments to Standing Committees and other Committees
and Boards shall be recommended to Council by a Striking
Committee composed of the Mayor and all Councillors. "
and replacing it with:
"Appointments to Standing Committees and other Committees
and Boards shall be recommended to Council by the General
Purpose and Administration Committee. "
2. THAT By-law #91-203 be repealed.
