Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report CD-8-92 be received;
2 . THAT the Mayor and Clerk be authorized to execute the
appropriate by-laws as attached to Report CD-8-92;
3 . THAT the Clerk be authorized to carry out all actions
necessary to complete the process of property designation
pursuant to the Ontario Heritage Act, 1974, and detailed
within Report CD-8-92; and
4 . THAT Mr. and Mrs. S. Sadler, Reverend Doug Warren,
Mrs . L. Alloway, the Ontario Heritage Foundation and
Mrs . P. Dewell, Local Architectural Conservation Advisory
Committee, be advised of Council 's decision.
BACKGROUND AND COMMENT:
On October 15, 1991, Council adopted the amended recommendations
contained in Report PD-236-91, which authorized the Clerk to
proceed with the designations of three of the subject properties.
The designation of Eldad United Church, Solina, was authorized by
Council on March 28, 1989 . The required documentation has
recently been received, so it is now appropriate to proceed
further with the designation. The following actions have been
completed in accordance with The Heritage Act, 1974:
1 . The property owners were requested to signify, in writing,
that they were prepared to undertake the designating of
their properties. The consent forms have now been executed.

Report CD-8-92 - 2 - March 2, 1992
2 . Notice of Intention to designate was forwarded to the owners
of the properties and to the Ontario Heritage Foundation by
Registered Mail on December 19, 1991. The Notice of
Intention to Designate was published in the local
newspapers, once each week for three successive weeks -
January 8, January 15 and January 22, 1992 .
3. By-laws to designate the properties pursuant to the Ontario
Heritage Act, 1974, have been prepared.
The period for filing objections to the proposed designations
ended on February 8, 1992 . One letter has been received with
respect to the property located at 27 King Street West. Mr.
Garfield Shaw has forwarded documentation to show that this
building did not house the first office of the Bell Telephone
Company. After consulting with the Chairman of L.A.C.A.C. , the
wording in the designation has been amended to read "was used as
one of the first offices of the Bell Telephone Company. " It is
appropriate that the following actions now be undertaken:
1. THAT the by-laws to designate the properties be recommended
to Council for passage;
2 . THAT the Clerk be authorized to publish Notices of
Designation in the newspapers and forward a certified copy
of the by-laws to the property owners and to the Ontario
Heritage Foundation;
3 . THAT a copy of the by-laws designating the properties be
forwarded to the Town's Solicitor for registration on title
so that future owners and anyone else that may be interested
in the properties will be aware of the fact that they have
been designated; and
4 . THAT the property owners and the Local Architectural
Conservation Advisory Committee be advised that the
properties have been designated.

BY LAW NUMBER 92-
being a By-law to designate the property municipally known as
67 Ontario Street,Bowmanville, Part of Lots 28&29,Harming Block 7,
now in the Town of Newcastle,Regional Municipality of Durham, as a
Property of architectural and historical value and interest,which property
is more particularly described in the schedule attached hereto as Schedule A.
WHEREAS the Ontario Heritage Act, 1974 authorizes the Council of a municipality to enact
by-laws to designate real property including all the buildings and structures thereon to be of
architectural and historical interest;and
WHEREAS the Council of the Corporation of the Town of Newcastle has caused to he served upon
the owner of the lands and premises at 67 Ontario Street,Bowmanville, Part of Lots 28 and 29,
Hanning Block 7, now in the Town of Newcastle and upon the Ontario Heritage Foundation, Notice
of Intention to Designate the aforesaid real property and has caused such notice of intention to be
published in the Canadian Statesman,a newspaper having a general circulation in the area of the
designation, once each week for three consecutive weeks,namely January 8,January 15 and
January 22, 1992;and
WHEREAS 67 Ontario Street,Bowmanville has a very significant architectural value of interest to
the Town of Newcastle and its people in that it was constructed sometime between 1856 and 1865
and its style is uncommon to the Town of Newcastle, the following features are designated as being
of architectural value:
Exterior
1. A hip roof which retains the original panelling under the eaves;
2. Running bond pattern masonry;
3. Band of decorative corbelling beneath the eaves;
4. Random-coursed fieldstone foundation;
5. Panelled pilasters flanking the front door;and
6. Second floor 6 over 6 sash windows.

S. Hardwood and pine plank flooring; and
4. Baseboards and millwork.
WHEREAS the Local Architectural Conservation Advisory Committee of the Town of Newcastle has
recommended that the property, 67 Ontario Street,Bowmanville, Part of Lots 28 and 29, Harming
Block 7, now in the Town of Newcastle, Regional Municipality of Durban', be designated under the
terms of the Ontario Heritage Act;and
WHEREAS no notice of objection to the proposed designation has been served upon the Clerk of
the Municipality;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE
HEREBY ENACTS AS FOLLOWS:
1. There is designated as being of Architectural and historical value of interest,the
real property known municipally as 67 Ontario Street,Bowmanville, Part of Lots 28
and 29, Harming Block 7, now in the Town of Newcastle, Regional Municipality of
Durham.
2. The Municipal Solicitor is hereby authorized to cause a copy of this by-law to be
registered against the property described in the preceding paragraph.
3. The Town Clerk is hereby authorized to cause a copy of this by-law to be served
upon the owners of the aforesaid property and on the Ontario Heritage Foundation,
and to cause notice of the passing of this by-law to be published in the Canadian

In the Town of Newcastle, in the Regional Municipality of Durham (formerly being in the original
Township Lot Number 11, in the First Concession of the Geographic Township of Darlington,
within the limits of the former Town of Bowmanville, in the County of Durham) and Province of
Ontario, and being those parts of Lots Number 28 and 29 on the East side of Ontario Street in
Block 7 according to the Plan of the Village of Bowmanville made by John Grant,P.L.S.and
registered on the 20th day of April, A.D. 1852,more particularly described as follows:
TO ARRIVE AT THE POINT OF COMMENCEMENT, begin at the North-West angle of add Lot
29;Proceed thence Southerly along the Westerly limit said Lots 29 and 28,Ninety-six feet TO THE
POINT OF COMMENCEMENT; Thence Northerly parallel with western limits of said Lots 28 and

being a By-law to designate the property municipally known as
27 King Street West,Bowmanville, Part of Lot 7,Block N. on
the south side of King Street according to a plan of the said
Town of Bowmanville made by John Grant,P.L.S.now in the Town
of Newcastle, Regional Municipality of Durham, as a property of
architectural and historical value and interest,which property
is more particularly described in the schedule attached hereto as
Schedule A.
WHEREAS the Ontario Heritage Act, 1974 authorizes the Council of a municipality to,enact
by-laws to designate real property including alf the buildings and structures thereon to be of
architectural and historical interest;and
WHEREAS the Council of the Corporation of the Town of Newcastle has caused to be served upon
the owner of the lands and premises known as 27 King Street West,former Town of Bowmanville,
now in the Town of Newcastle and upon the Ontario Heritage Foundation, Notice of Intention to
Designate the aforesaid real property and has caused such notice of intention to be published in the
Canadian Statesman,a newspaper having a general circulation in the area of the designation, once
each week for three consecutive weeks,namely January 8,January,16 and January 22, 1992; and
WHEREAS 27 King Street West,former Town of Bowmanville, has a very significant architectural
value of interest to the Town of Newcastle and its people in that the property has been home to
commercial activity in Bowmanville since the 1860's and during the late 1880'8 the second floor of
the structure was used as one of the first offices of the Bell Telephone Company, the following
features are designated as being of architectural value:
Exterior
1. Running bond pattern masonry;
2. Decorative pilasters;
3. Keystones; r
4. The segmentally arched windows of the second door;and
6. Cornice with distinctive fretwork and brackets.
Interior
1. Pine flooring, and
2. Tongue and groove panelling on both ceiling and walls.
WHEREAS the Local Architectural Conservation Advisory Committee of the Town of Newcastle has
recommended that the property 27 King Street West,Bowmanville, now in the Town of Newcastle,
Regional Municipality of Durham, be designated under the terms of the Ontario Heritage Act;and
WHEREAS no notice of objection to the proposed designation has been served upon the Clerk of
the Municipality-,
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE
HEREBY ENACTS AS FOLLOWS:
1. There is designated as being of Architectural and Historical value of interest,the
real property known municipally as 27 King STreet West,Bowmanville, Regional
Municipality of Durham.
2. The Municipal Solicitor is hereby authorized to cause a copy of this by-law to be

COMMENCING at the North-Easterly angle of said Lot 7 at the point of intersection of the
Westerly face of a brick wall with the Southerly limit of 1MV Street distant North 67 degrees west
from the North-Easterly angle of Lot 10,Block N;
THENCE North 69 degrees 54 minutes West along the Northerly limit of said Lot 7 a distance of
twenty-five and eight one-hundredths feet(26.08')to the point of intersection with the westerly face
of a brick wall forming part of the easterly limit of the lands herein described;
THENCE South 17 degrees 58 minutes west along the westerly face of said wall and its production
southerly a distance of one hundred and seventeen and sixty-three one-hundredths feet(117.63')
more or less to an iron bar planted in the northerly limit of the southerly forty-four feet(44')of
said Lot 7;
THENCE north 71 degrees 40 minutes west along the said limit a distance of seventeen and forty-

value and interest.

by-laws to designate real property including all the buildings and structures thereon to be of
architectural and historical interest-,and
WHEREAS the Council of the Corporation of the Town of Newcastle has caused to be served upon
the owner of the lands and premises known as Enfield United Church, located in Part of Lot 31,
Concession 9,former Township of Darlington, now in the Town of Newcastle and upon the Ontario
Heritage Foundation, Notice of Intention to Designate the aforesaid real property and has caused
such notice of intention to be published in the Canadian Statesman,a newspaper having a general
circulation in the area of the designation, once each week for three consecutive weeks,namely
January 8,January 15 and January 22, 1992;and
WHEREAS The Enfield United Church, in Part Lot 31, Concession 9,former Township of
Darlington has a very significant architectural value of interest to the Town of Newcastle and its
people in that the church, built in 1877,is considered to be the best surviving example of a small
frame rural church to be found in Darlington Township, it is designated based on its historical
significance and the following architectural features:
Exterior
1. Clapboard siding;
2. Double hung Gothic windows of coloured and etched glass;and
3. The Gothic arched window above the front door.
Interior
1. 6 inch pine floor boards; r r
2. Sponge grained wainscotting;
3. Pine coat rack;
4. The pews;
5. The Gothic arched window frames;
6. The pine construction of the choir loft and pulpit with its newal post and
bannisters; and
7. The choir bench.
WHEREAS the Local Architectural Conservation Advisory Committee of the Town of Newcastle has
recommended that the property"Enfield United Church", Part of Lot 31, Concession 9,former
Township of Darlington, now in the Town of Newcastle,Regional Municipality of Durham, be
designated under the terms of the Ontario Heritage Act;and
WHEREAS no notice of objection to the proposed designation has been served upon the Clerk of
the Municipality;

Concession 6, former Township of Darlington, now in the Town of Newcastle and upon the Ontario

such notice of intention to be published in the Canadian Statesman, a newspaper having a general
circulation in the area of the designation, once each week for three consecutive weeks,namely
January 8, January 15 and January 22; 1992; and
WHEREAS The Eldad Church, in Part Lot 27, Concession 6, former Township of Darlington has a
very significant architectural value of interest to the Town of Newcastle and its people in that the
church, built in 1855, is the oldest church building in Darlington Township and possibly in the
Town of Newcastle, the following features are designated as being of architectural value:
1. low pitched gable roof and return eaves;
2. original Gothic arched windows and original arched entrance to the church;
3. original choir platform with sponge graining
4. original wainscotting in the old Sunday School room and entrance way to the old
Sunday School room; and
5. four panelled doors;and
WHEREAS the Local Architectural Conservation Advisory Committee of the Town of Newcastle has
recommended that'the property"The Eldad Church", Part of Lot 27, Concession 6, former Township
of Darlington, now in the Town of Newcastle, Regional Municipality of Durham, be designated
under the terms of the Ontario Heritage Act; and
WHEREAS no notice of objection to the proposed designation has been served upon the Clerk of
the Municipality;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE
HEREBY ENACTS AS FOLLOWS:
