Subject: REQUEST FOR PERMISSION TO SELL BREAK-OPEN LOTTERY (NEVADA)
TICKETS - BIG SISTERS N.O.W. , OSHAWA
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Addendum to Report CD-11-92 be received; and
2 . THAT the recommendations contained in Report CD-11-92 be
approved.
BACKGROUND AND COMMENT
On April 13, 1992, Council passed Resolution #C-269-92 which
states:
"THAT Report CD-11-92 be referred back to staff for further
review and written clarification from the Ministry of
Consumer and Commercial Relations, regarding the matter of
licences being issued only to organizations from their
home-based municipality. "
The Ministry of Consumer & Commercial Relations was contacted and
a letter dated May 14, 1992 from Jasmina Milanovich, Municipal
Liaison Co-ordinator, is attached hereto which confirms the
contents of Report CD-11-92 .

It is therefore recommended:
1. THAT Addendum to Report CD-11-92 be received; and
2 . THAT the recommendations contained in Report CD-11-92 be

Dear Ms. Knight,
Let me begin by apologizing for the delay in responding to your
letter.
As I discussed with you, current rules respecting the issuance of
Nevada licences limits each organization to sell tickets from one
location only. Because it is difficult to determine whether an
organization holds a nevada licence in any other municipality, our
policy is that the organization may sell tickets only from the
municipality in which they are based.
We are in the process of revising our policies to allow
organizations which have a demonstrated provincial mandate to sell
nevada tickets from one location in each municipality. Final
approval would still rest with the local municipal council. We are
in the midst of completing all the administrative requirements
regarding this change and hope to have a bulletin sent out to you
in the near future describing eligibility criteria and how the
process will work.
Until this change has been effected, the current rules restricting
nevada ticket sales to one location within the organization's home
base municipality remain in effect.
