WOODLEY SAW MILL Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report CD-30-92 be received; 2 . THAT the Mayor and Clerk be authorized to execute the appropriate by-laws attached to Report CD-30-92; 3 . THAT the Clerk be authorized to carry out all actions necessary to complete the process of property designation pursuant to the Ontario Heritage Act, 1974, and detailed within Report CD-30-92; and 4 . THAT Ms . E.M. Magdor, Mr. F.M. Hunkin, Mr. J. Woodley and Mrs . P. Dewell, Local Architectural Conservation Advisory Committee, be advised of Council's decision. BACKGROUND AND COMMENT: On January 27, 1992, Council adopted the recommendations contained in Report PD-30-92, which authorized the Clerk to proceed with the designations of the subject properties . Also included in that report was the designation of 573 Mill Street South, Bond Head. The owners of this property have since decided not to continue with the designation. The required documentation has recently been received, so it is now appropriate to proceed with the designations of the subject properties. The following actions have been completed in accordance with the Heritage Act, 1974: 1. The property owners were requested to signify, in writing, that they were prepared to undertake the designation of their properties . The consent forms have now been executed. 612 Report CD-30-92 - 2 - December 7, 1992 2 . Notice of Intention to Designate was forwarded to the owners of the properties and to the Ontario Heritage Foundation by Registered Mail on May 11, 1992 . The Notice was published in the local newspapers, once each week for three successive weeks - May 13, May 20 and May 27, 1992 . The period for filing objections to the proposed designations ended on June 12, 1992 . No objections were received in this time period. 3 . By-laws to designate the properties pursuant to the Ontario Heritage Act, 1974, have been prepared. It is appropriate that the following actions now be undertaken: 1. That the by-laws to designate the properties be recommended to Council for passage; 2 . That the Clerk be authorized to publish Notices of Designation in the newspapers and forward a certified copy of the by-laws to the property owners and to the Ontario Heritage Foundation; 3 . That a copy of the by-laws designating the properties be forwarded to the Town's Solicitor for registration on title so that future owners and anyone else who may be interested in the properties will be aware of the fact that they have been designated; and 4 . That the property owners and the Local Architectural Conservation Advisory Committee be advised that the properties have been designated. If the recommendations of this report are adopted by the General Purpose and Adminstration Committee on December 7, 1992, representatives of the Local Architectural Conservation Advisory Committee will be in attendance at the Council meeting scheduled to be held on December 14, 1992, to present the plaques to the owners of the designated properties . WHEREAS the Ontario Heritage Act, R.S.O. 1990, C.0.18 authorizes the council of the municipality to enact by-laws to designate properties to be of historic or architectural value or interest for the purposes of the Act; and WHEREAS the Council of The Corporation of the Town of Newcastle has caused to be served upon the owner of the property known for municipal purposes as 6720 Jewel Road, R.R. #1, Orono, Lot 22, Concession 6, former Township of Clarke and upon the Ontario Heritage Foundation, Notice of Intention to Designate the aforesaid real property and has caused such Notice of Intention to be published in the Canadian Statesman and the Newcastle Independent, newspapers having general circulation in the area of the designation, once each week for three consecutive weeks, namely .May 13, May 20 and May 27, 1992; and WHEREAS the reasons for the designation of the aforesaid property under the Ontario Heritage Act are contained in Schedule "A" attached to and forming part of this by-law; and WHEREAS the Local Architectural Conservation Advisory Committee of the Town of Newcastle has recommended that the property known for municipal purposes as 6720 Jewel Road, R.R. #1, Orono, be designated as a property of historic or architectural value or interest under the Ontario Heritage Act; and WHEREAS no notice of objection to the proposed designation was served upon the Clerk with the period prescribed by the Ontario Heritage Act; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE HEREBY ENACTS AS FOLLOWS: 1. The property known for municipal purposes as 6720 Jewel Road, R.R. #1, Orono, which is more particularly described in Schedule "B" which is attached to and forms part of this by-law, is hereby designated as a property which has historic or architectural value or interest under Section 29 of the Ontario Heritage Act, R.S.O. 1990, C.0.18. 2. The Solicitor for the Town of Newcastle is hereby authorized to cause a copy of this by-law to be registered against the title to the property described in Schedule "B" hereto. 6 � 4 By-law #92- Page 2 3. The Town Clerk is hereby authorized to cause a copy of this by-law to be served upon the owner of the property described in Schedule "B" hereto and on the Ontario Heritage Foundation. The Town Clerk also is authorized to cause notice of the passing of this by-law to be published in the Canadian Statesman and the Newcastle Independent, newspapers having general circulation in the area of the designation, once each week for three consecutive weeks . MAYOR CLERK 6, 15 SCHEDULE "A" TO BY-LAW #92- 6720 Jewel Road, R.R. #1, Orono has a very significant historic or architectural value or interest to the Town of Newcastle and its people in that the structure, built in 1856, is an excellent example of the vernacular Italianate style and has undergone very little alteration. The following features are designated as' being of architectural value: Exterior 1 . The original masonry, which is in the running bond pattern 2 . The hip roof with its low pitched gables and original matching chimneys . 3 . The elongated brackets which begin at the eaves and end at the decorative string course 4 . The single, double and tri-partite round-top windows and their hood mouldings 5 . The original balustrade 6 . The front door is flanked by rectangular sidelights and surmounted by a fanlight embedded in a limestone block above the front door 7 . The original glazing and wooden trim of the frame conservatory Interior 1 . The three marble fireplaces of the first floor 2 . The three brick fireplaces of the second floor 3 . The original floors and wooden trim remain intact 4 . The original interior plaster work, medallions, cornices and niches remain 016 SCHEDULE "B" TO BY-LAW #92- ALL AND SINGULAR that certain parcel on tract of land and premises situate, lying and being in the Town of Newcastle, in the Regional Municipality f Durham (formerly int he Township of Clarke in the County of Durham) and being composed of part of Lot 21, in the Sixth Concession of the Geographic Township. of Clarke, now designated as Part 3 on Plan 10R-1000 registered at the Registry Office for the Registry Division of Newcastle (No. 10) . THE CORPORATION OF THE TOWN OF NEWCASTLE: BY-LAW #92- being a by-law to designate the property known for municipal purposes as 2662 Concession Road 8, R.R. #5, Bowmanville, now in the Town of Newcastle as a property of historic or architectural value or interest under the Ontario Heritage Act. MAYOR CLERK 6i 9 SCHEDULE "A" TO BY-LAW #92- James Woodley purchased the property in 1861 and, since moving the mill further south on the lot in 1874, the Woodley Sawmill has been continuously run by the family with very few changes to the original operation. The main residence, the hired man's house, the sawmill itself, the driving shed and the main barn, are all recommended for designation as a unit based on their historical significance and the following architectural features: 1. The Main Residence This house is a fine example of the Gothic 1-1/2 storey frame farmhouse. The segmentally arched window in the gable is surmounted by the original bargeboard. The original front door is topped by a two-part rectilinear transom, a simple lintel and it is flanked by pilasters. The original 2 over 2 glazing and louvred shutters remain, and the main floor windows are also topped with lintels. The "tail" of the house consists of the summer kitchen, which is constructed of very wide pine planks in the walls and floors and which retains the 6 over 6 sash, and of a board and batten shed. The verandah remains on the west side of the rear wing. The exact date of construction of this house cannot be determined, but a date of between 1875- 1880 would seem reasonable. 2. The Hired Man's House The 1-1/2 storey frame house sits directly north of the �i main residence and would appear to have been constructed at an earlier date. This house also retains a small verandah on the rear wing, although it is quite possible that it was originally surrounded by a verandah on three sides. 3. Driving Shed The driving shed, located to the north of the hired man's house, has a gambrel roof and retains its original poplar siding and small paned windows. 4. The Main Barn The barn had undergone very little alteration with the exception of the roof. The present gambrel roof was added in the late 1920s - early 1930s. The stone foundation and frame cladding remain in excellent condition. 5. The Sawmill The mill building has seen very few changes since it was moved to this site in the 1870s. It is entirely water-powered and the water is carried from the three acre reservoir via a large penstock or flume. 6,? 0 SCHEDULE "B" TO BY-LAW #92- Part Lots 9 and 10, Concession 8, in the Geographical Township of Darlington, now part of the Town of Newcastle, Region of Durham, designated as Parts 1, 2, 3, 4 and 5, Plan 1OR-1643 .
