ROLL CALL Present Were: Councillor D. Hamre Councillor F. Stapleton Absent: R. Allen Also Present: J. Cameron, Operation Super. Community Services F. Wu, Director of Planning M. P.Knight, Deputy Clerk Because of the resignation of A. Dreslinski and the absence of R. Allen, there was no quorum present at this meeting. Members of the Committee reviewed the Community Services 1990 Capital Budget and 4-Year Forecast as it relates to parkland requirements . The next Parks Policy Committee Meeting is scheduled to be held on Friday, January 19, 1990, at 9 :30 a.m. , in the Community Services Meeting Room. Adjournment NEXT MEETING -- FRIDAY, February 16, 1990 TOWN OF NEWCASTLE PARKS POLICY COMMITTEE JANUARY 19, 1990 Minutes of a meeting of the Parks Policy Committee held on Friday, January 19, 1990, at 9:30 am., in the Community Services Meeting Room ROLL CALL Present Were: Mayor M. Hubbard Councillor D. Hamre, Chairman Councillor F. Stapleton Absent: R. Allen Also Present: J. Caruana, Director of Community Services M. Knight, Deputy Clerk Resolution #PPC-1-90 Moved by Councillor Stapleton, seconded by Mayor Hubbard THAT the minutes of the Parks Policy Committee Meeting held on November 17, 1989, be adopted. "CARRIED" Resolution #PPC-2-90 Moved by Mayor Hubbard, seconded by Councillor Stapleton THAT the actions taken by the Parks Policy Committee at their meeting held on December 15, 1989 (no quorum) be ratified. "CARRIED" 1. ORONO WOODS WALK PARK - SURVEY The Director of Community Services displayed a plan of survey of the Orono Woods Walk Park and advised that the Town does not own parts 4 and 6, but he is in the process of negotiating to acquire these lands on behalf of the Town. Budget allocation has been made in the 1990 Budget for the development of the first phase of Orono Woods Walk Park. The Director of Community Services is liaising with the Orono B.I.A. and keeping them informed on the status of the Park. PPC Minutes - 2 - January 19, 1990 Resolution #PPC-3-90 Moved by Mayor Hubbard, seconded by Councillor Stapleton THAT the verbal report of the Director of Community Services pertaining to the Orono Woods Walk Park be received. "CARRIED" 2. MAINTENANCE OF OPEN SPACEIWATERCOURSES Further to Councillor Hannah's request for an update on the above referenced matter, the Director of Community Services advised that a report has been prepared for consideration by the General Purpose and Administration Committee on February 5, 1990. In 1991, grass- cutting will be the responsibility of the Community Services Department and reverse frontages and boulevards will be a Public Works function. This will help to eliminate duplication of staff activities and will increase efficiency. Resolution #PPC-4-90 Moved by Councillor Stapleton, seconded by Mayor Hubbard THAT the verbal report of the Director of Community Services pertaining to maintenance of Open Space/Watercourses be received. "CARRIED" 3. COURTICE COMMUNITY COMPLEX The Director of Community Services advisedAhat.a meeting of the Staff Working Committee for the Courtice Community Complex has been scheduled for Wednesday, January 24, 1990, to review the above referenced proposal. He displayed options 1(a), 1(b), 2 and 3, showing the proposed Municipal Complex in different locations with the entrance being on Nash Road or Courtice Road. It was the general consensus of the Committee that this facility should be large enough to accommodate the potential of the population in the Courtice area. Resolution #PPC-5-90 Moved by Mayor Hubbard, seconded by Councillor Stapleton THAT the verbal report of the Director of Community Services pertaining to the Courtice Community Complex be received. "CARRIED" PPC Minutes - 3 - January 19, 1990 4. PARKS BY-LAW The Director of Community Services advised that his department is preparing a by-law to inform the public on rules and regulations of parks in the Town of Newcastle. Resolution #PPC-6-90 Moved by Councillor Stapleton, seconded by Mayor Hubbard THAT the verbal report of the Director of Community Services pertaining to the parks by-law be received. °CARRIED" 5. OTHER BUSINESS Resolution #PPC-7-90 Moved by Councillor Stapleton, seconded by Mayor Hubbard THAT it be recommended to the Striking Committee; THAT the composition of the Parks Policy Committee be increased by one member for a total membership of 6; THAT a member of the Newcastle Community Services Advisory Board be appointed to fill the existing vacancy on the Parkas Policy Committee; and THAT a member of the Newcastle Community Services Advisory Board be appointed to bring the membership of the Parks Policy Committee to 6 members. "CARRIED" The next meeting of the Parks Policy Committee is scheduled to be held Friday, February 16, 1990 at 9:30 am., in the Community Services Meeting Room, 3rd Floor. 6.
