By-Law # ®-- MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: SEPTEMBER 4, 1990 REPORT #: CD-25-90 FILE #: 10. 12 . 3 SUBJECT. PROCEDURAL BY-LAW AMENDMENT WITH RESPECT TO HEARING OF DELEGATIONS RECOMMENDATIONS: It is respectfully recommended that the General Purpose & Administration Committee recommend to Council the following: 1. THAT Report CD-25-90 be received; and 2 . THAT the by-law attached to Report CD-25-90 be forwarded to Council for passage. BACKGROUND AND COMMENT: At its meeting held on July 16, 1990, Council passed a resolution stating that delegations would only be heard if they had contacted the Clerk's Department prior to Wednesday noon preceeding the subject meeting. In order to act upon this resolution, it is necessary for the procedural by-law to be amended as attached hereto. To` Clerk Chief A i ' istrative Officer 6 U`-1 THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 90 - being a by-law to further amend By-law 78-53, as amended being a by-law to govern the proceedings of the Council of the Corporation of the Town of Newcastle WHEREAS Section 104 of the Municipal Act, R.S.O. 1980, authorizes Municipal Councils to pass by-laws governing the Proceedings of Council, conduct of its members and the calling of meetings; AND WHEREAS Council desires to amend By-law 78-53, being a by- law passed pursuant to Section 242 of the Municipal Act, R.S.O. 1970; NOW THEREFORE the Council of the Corporation of the Town of Newcastle hereby enacts as follows: 1. THAT Section 18.4 of By-law 78-53 is amended by deleting the words: "and may be heard on a motion of Council" By-law read a first time this 10th day of September, 1990 .
