SUB.ECT: APPLICATION FOR DESIGNATED PROPERTY GRANT
ST. GEORGE'S CHURCH, 3 EDWARD STREET

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report CD-27-90 be received;
2 . THAT a Designated Property Grant in the amount of $3,000. 00
be approved for St. George's Church;
3 . THAT the funds required be taken from the Miscellaneous
Clearing Account 1003-00015-0000; and
4 . THAT the Ministry of Citizenship and Culture, Mrs . Diana
Grandfield, People's Warden, St. George's Church and Mrs.
Phyllis Dewell, Chairman, Local Architectural Conservation
Advisory Committee be advised of Council's decision.
BACKGROUND AND COMMNT•
Mr. William Clarke and Mrs . Diana Grandfield, on behalf of St.
George's Church, filed an application for a grant of $3,000 . 00 to
help offset the cost of rebuilding a north section of the east
boundary wall (approximately 651 ) which was badly tilted and had
deteriorating exterior bricks . In March 1989, Council approved the
application for grant in principle (see Report CD-7-89 attached
hereto) . The work has now been completed on the wall and the Local
Architectural Conservation Advisory Committee has inspected the
work and has found it to be satisfactory (see attached letter) .

It is, therefore, recommended that the grant application of
$3,000. 00 be approved.

RECOMMENDATIONS:
1 . THAT Report CD-7-89 be received; and
2 . THAT the Designated Property Grant application submitted by
St. George ' s Church for a grant of $3 , 000 . 00 be approved
in principal;
3 . THAT the funds required be taken from the Miscellaneous
Clearing Account #1003-00015-0000 ; and
4 . THAT Mrs . Diana Grandfield, People ' s Warden, St. George 's
Church be advised of the actions taken.
BACKGROUND AND COMMENTS :
St. George ' s Church and Parish Hall, 3 Edward Street, Newcastle
was designated as a Heritage Property earlier in the year. An
application for a grant of $3, 000 . 00 has been filed to assist
in offsetting the costs of rebuilding a north section of the
east boundary wall (approximately 65 feet) which is badly tilted
with exterior bricks deteriorating.

Grants are available to owners of designated properties under
the Ministry of Culture and Communications "Designated Property
Grant Program" . The Ministry has indicated that funds are
available and it is appropriate that this application, which
meets the program' s grant criteria, be processed at this time.
For Committee ' s information I advise that funding for the
program requires that the Municipality pay the Grant portion
(first having determined that the works have been properly
completed) and then make application to the Heritage Branch
for re-imbursement. The Town can obtain full recovery plus
ten percent to cover the administrative cost.
The application for designated propery grant was approved
by L.A.C.A.C. and received by the Town on December 19 , 1988 .
The Treasurer has indicated that funds pertaining to designated
property grants would be taken from the miscellaneous Clearing
Account #1003-00015-0000 . Once the work has been completed and
inspected by L.A.C.A.C. , a subsequent report will be forwarded
to the Committee authorizing payment of the grant.
