TR-79-82 SUBJECT: BY-LAW TO REGULATE THE COLLECTION OF GARBAGE WITHIN THE LIMITS OF THE MUNICIPAL COLLECTION AREAS OF THE TOWN OF NEWCASTLE RECOMMENDATION: It is respectfully recommended: 1 . That this report be received, and 2. That the Corporation of the Town of Newcastle award the contract for the collection of garbage within the limits of the Municipal Collection areas of the former Village of Orono, Orono Estates and the former Village of Newcastle to the lowest responsible bidder, which is the Regional Reclaimers, Newcastle, Ontario, and 3. That the attached By-Law to regulate the handling and collection of garbage, rubbish, ashes and other waste materials within the limits of the Municipal Collection areas of the Corporation of the Town of Newcastle be approved. BACKGROUND AND COMMENTS: By Resolution GPA#-1122-82 as amended by GPA#-1123-82 dated October 12, 1982 and approved by Council Resolution C#-819-82 dated October 18, 1982, Council directed that consideration be given to providing municipally sponsored garbage collection in the former Village of Orono where it is currently provided and in addition, in Orono Estates and the Urban area of the former Village of Newcastle. It was further directed that advertisements be placed in appropriate local newspapers to provide an opportunity for public comment from those affected by this change of service. Advertisements were placed in both the Orono and Newcastle newspapers and only three replys were received. One was received from a garbage collection contractor and pertained to the tendering procedure, therefore no action was i required. Another was recieved from Mr. Cureatz, requesting that the Town consider extending the collection boundaries in Newcastle to include part of the b •12 ' 3 G.P.A. Committee Meeting - 2 December 13, 1982 TR-79-82 Lakeshore Road and Baseline Road within the former urban boundaries of Newcastle Village. This request can be accommodated if Council deems it advisable, however, there is not a high concentration of garbage collection requirements in this area. Finally, a Mr. H. Couch, residing at 173 Mill Street North in Newcastle Village objected to any involvement of the Town at all in garbage collection on the basis that costs would be increased. From the bid prices received, it is evident that residents in the area will not be subject to increased costs, but will rather have collection costs reduced. Currently residents pay in excess of $50.00 annually for garbage collection. Under the bid prices for this contract, residents would be paying about $40.00 per year. This objection, therefore has no substance and Mr. Couch could be advised accordingly. The $40 isaestimate based onan average assessment of $2,500.00. The Director of Public Works , Purchasing Agent and the Treasurer have reviewed the attached Bid Tabulation -T82-12 - Garbage Collection Contract and recommend that the Regional Reclaimers, Box 358, Newcastle, Ontario, being the lowest responsible bidder, be awared the contract. Also, to faciliate the administration of the garbage collection within the collection limits of the Town of Newcastle, staff have redrafted the garbage collection by-laws and have incorporated the collection areas into one by-law Respectfully submitted, a 4w_ Kathry A.
