REPORT TO GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING
HELD NOVEMBER 15 , 1982

SUBJECT : TENDER T82-9 , SNOW CLEARING AND WINTER MAINTENANCE
OF SIDEWALKS AND PARKING LOTS
RECOMMENDATION :
It is respectfully recommended that :
1 . That this report be received; and
2 . That D & F Snow Removal , Bowmanville , Ontario with
a bid in the amount of $1 ,270. 00 for snow clearing
and sand/salting for all specified locations per
call out being the lowest responsible bidder meeting
all terms , conditions and specifications of tender
T82-9 be awarded the contract for snow clearing and
winter maintenance of sidewalks and parking lots for
the 1982/83 winter season and that the funds expended
be provided from within the approved 1982 and 1983
current operating budgets for the locations .
BACKGROUND AND COMMENT :
Tenders were publicly called for the snow clearing and winter mainten-
ance of sidewalks and parking lots as required by the Department of
Public Works and the bids were received and tabulated as follows :

The format of the tender was changed from the previous year. This
year the bidders were required to tender a price per location for each
call out rather than a general overall hourly rate. The change has
been made to Provide the staff with better control and administration of
the services performed with minimum amount of manhours required to
monitor the work done.
The cost of the service for an average number of seventeen snowfalls per
year would be approximately $22 ,000. 00, (plus the cost of snow removal) .
Resolution # GPA943-82 of July 26 , 1982 states "That Orono buildings
be excluded from future Snow Removal Contracts" therefore the Village
of Orono section in Schedule "A" has been amended to comply with
the direction .
The Corporation has the right to amend the contract to a total value of
20% without invalidation .
After review and evaluation of the bids by Public Works and Purchasing
including comparisons with the costs of snow removal for the previous
years , it was concluded that the prices and rates were acceptable .
The Treasurer has consulted with Mr. Sims regarding the action of
entering into a contract during the "Lame Duck" period and he suggested
that the transaction would be acceptable.
