Subject: RFP2001-9, RESCUE PUMPER
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report COD-006-02 be received;
2. THAT Advance Engineered Products Ltd. Concord, Ontario with a revised total bid
amount of $314,536.13 (Including GST) Bid 1, being the lowest most responsible bidder
meeting all terms, conditions and specifications of Request for Proposal RFP2001-9, be
awarded the contract for the supply and delivery of one only Rescue Pumper as required
by the Municipality of Clarington Emergency Services Department; and
3. THAT the carried over funds be drawn from account #1110-00195-0000 General
Municipal Reserve Fund as approved in the 2001 Capital Budget; FORTHWITH.

BACKGROUND AND COMMENT
Tenders for a Rescue Pumper were originally issued and received in September 2001. At that
time, only one bidder was able to meet the required specifications as each manufacturer's
equipment differed.
The tender was consequently cancelled and the specifications reviewed by both Emergency
Services and Operations Department.
In December, 2001, a Request for Proposal was subsequently issued which provided the
bidders with more flexibility to bid on a vehicle. Although there were still minimum requirements
with respect to engine size, transmission and weight, the actual design of the vehicle was
flexible.
Subsequently, Bids were received and tabulated as per schedule "A" attached.
Upon review of the low bids as well as inspection of the vehicles proposed by both the
Emergency Services and Operations Departments it was revealed that the following did not
meet the minimum requirements requested,

The required funds will be drawn from Account # 7102-00001-0504 and are within the
$400,000.00 budget allocation as reflected on page 81 of the 2001 Capital Budget.

With respect to the bid from Advance Engineered Products, the vehicle proposed exceeds the
minimum requirement with respect to a larger horsepower engine, heavier axles and braking
system.
The specifications did provide for negotiation with the preferred bidder and as such a revised bid
was requested from Advance Engineered Products to include some additional equipment and
minor modifications such as side step compartment, larger tank, additional flashlights and a new
hurst tool. A revised bid in the amount of $314,536.13 was submitted.
After further review of the bids by Purchasing and Emergency Services Department, it was
mutually agreed that the low bid from Advance Engineered Products Ltd., Concord, Ontario in a
revised amount of $314,536,13 be recommended for the contract award to supply and deliver
one (1) only Rescue Pumper.
As timing is of the essence and delivery of this vehicle is approximately 120 days, a forthwith
approval is requested.
The Director of Finance has reviewed the funding requirement and concurs with the
recommendation. Queries with respect to the department needs, specifications, etc., should be
referred to the Director of Emergency Services,
Although the subject firm have not previously supplied to the Municipality of Clarington, they
have provided satisfactory service to the Town of Huntsville, Township of Brock and Ontario
Power Corporation,
