Report Number: TR-104-81 Subject: Financing proposal re: Administrative Facility ------------------------------------------------------------------------------------- In order to develop a reasonable financing proposal we have had discussions with the Region of Durham re: debenture rates and terms, and with our banker, The Canadian Imperial Bank of Commerce re: the possible trends in interest rate in the near and short term, (under 5 years) . The Region of Durham consulted with its fiscal agent, Bell Gaughin Locke, and their estimation of the market place is detailed below. The charge for placing the debentures is 2 of 1% of the placement plus printing legal fees, etc. The rate to place debentures today is 161-4% with a 10 year term. Placements for longer terms are not presently being accepted in the marketplace. The rate to place debentures in the fall of 1982, they feel will be in the 14% to 15% range with the possibility of a 15 year term. The fiscal agent feels that as the market stabilizes the rate will drop and the placements of debentures for a 15 or 20 year term may then be acceptable to the buyers. The 1983 rate will be in a similar range. The discussion with the Canadian Imperial 13,Ink of Commerce indicates a rate over the next five years in the 16% to 20% range. The general concesus is that the interest rate must remain above the inflation rate but below the 20% level which appears to be a watershed rate. Below 20%, the marketplace can cope to some extent but beyond that watershed rate investors are unwilling to absorb the additional risk associated with higher interest costs which dictates much higher costs and . . . . ./2 g TR-104-81 - 2 - a longer term to recoup that interest. With these general opi.nions in mind we have developed several scenarios for the financing of the administrative facility. The statistical report from the province indicates a debt capacity for the Town of Newcastle as of .1980 of $6.4 million and we are therefore well within those limits. No matter which financing proposal might be acceptable to Council , an O.M.B. approval for borrowing will be required prior to the commencement of the project. Kathryn A.
