HomeMy WebLinkAboutTR-34-81 Memorandum TO: Chairman & Members of the Finance & Administration Committee FROM: Klaas Degroot, C.G.A. , Treasurer DATE: May 19, 1981 SUBJECT: Storm Water Management Study ITEM: TR-34-81 Recommendation: "That the Finance & Administration Committee recommend to Council that: 1. An amount of $22,867.63 be paid to Totten, Sims , Hubickis` as the balance of the study cost. 2. That an amount of $9,489.60 be paid to the Region of Durham as the Town share of the C.L.O.C.A. portion of this study. 3. That Ontario Hydro be invoiced an amount of $16,178.62 being the part of the project deemed to relate to the Growth Management Study. 4. That the balance of the cost in the amount of $16,178.61 be recovered from the Courtice O.H.A.P. Reserve Fund. Report: On July 30th, 1979 Council authorized Totten, Sims, Hubicki to undertake the Storm Water Management Study for the Courtice Area at a cost of $43,500. That study was completed October 1st, 1980 and presented to Council at that time. Council also determined that the study should be charged to Darlington Generating Station Account "B" and funded from Lot Levy Reserve Fund until those funds were received. r Ontario Hydro by letter from John McCredie, Project Manager acknowledged their participation in this project in October 1979. In reviewing the terms of reference for this project, including the extra items requested by the Central Lake Ontario Conservation Authority it is felt that 50% of the Town's share would be an appropriate amount to relate to the Growth Management Study and it is on this basis that the amount to be billed to Ontario Hydro was formulated. Staff feel that it appropriate that the balance of the cost of this study be funded from the Courtice O.H.A.P. Reserve Fund, which reserve fund was created with the proceeds of a grant from the Ministry of Housing based on the Town's efforts to encourage residential development in the Courtice Area and on this basis this part of the recommendation is most appropriate. After careful research of the files relating to this project for the pa's two years' Staff feel that the recommendations best deal with the situation now in hand. 7 K. Degroot.
