SUBJECT: Baseline Community Centre
BACKGROUND
The Baseline Community Centre is an 1148 square foot brick building,
originally built in 1980 as a school house and presently used as
a Community Centre. There is a full unfinished basement containing
the utilities, frame storage area, concrete cistern and two old frame
rooms each containing two bathroom fixtures. The main floor contains
an entrance vestibule, up five risers to a large room with a blackboard
along the entire length of the north wall, a storag- area at the southeast
corner and kitchen storage or pantry area in the southwest corner. The
interior is plaster walls with ornate tin ceiling and wood floors. The
building is in only fair condition both .inside and outside and would
require extensive renovations to modernize the building.
With the acquisition by Ontario Hydro of lands south of 401 highway
for a major generating station, Ontario Hydro expropriated this
property in 1978 as this property was required as the building would
be directly under the third tower line to be constructed.
In 1978 the Town was offered $48,750.00 for the property and after
considerable discussion between Hydro, the Town and the Baseline Community
Centre Board this offer was turned down as it was the Board and Council's
feeling that Hydro had not taken into consideration in their offer the
loss of a utility which resulted from the expropriation procedures.
Several joint meetings were held with Hydro, TheCommunity Centre Board
and Council representfttves and a further offer was received from Hydro
on February 6th, 1979 which totalled $69,300.00.
During this period of negotiations the Hall Board expressed their desire
to Council to construct a new facility and on June 26th, 1979 a joint
meeting was again held at which time the Committee made the following
recommendation to Council:

"The Comnittee respectfully recommended to Council that
Grant Robertson, Architect be engaged to prepare preliminary
plans and cost estimates for a 1700 square foot Community
Centre and that these plans and estimates be used to make
a presentation to Ontario Hydro for the supplementary
Agreement under the Community Impact provisions of the
Master Agreement."
Council approved this request, plans and estimates were prepared and
a new proposal was made to Ontario Hydro for compensation for the
property. After lengthy negotiations with Ontario Hydro a new offer was
made by Ontario Hydro which totalled $85,000.00 plus interest at the
rftte of 14 3/4% from July 25th, 1978 to closing date. The closing date
of this transaction occurred on September 12th, 1980 and the Town
received a final settlement on this property in the amount of $111,768.00.
During the period of time negotiations were carried out with Ontario
Hydro, we were also negotiating with the development of East Woodbridge
Developments for the transfer of two acres of land and on October 16th,
1980 the Developer confirmed the land transfer to the Town under the
condition the Town paid survey and legal costs.
The Town also negotiated a supplementary agreement with Ontario Hydro
for $35,000.00 and has made application under. the Community Recreation
Centres Act for grants.
Town staff reports were prepared on the project (TM-33-80 and TM-48-80)
and the said reports are attached for your information together with
the reply from the Base Line Community Centre Board as a result of the
public meeting held on October 22nd, 1980.
The letter dated November 3rd, 1980 was submitted to Council on November
17th, 1980 and the following resolution was passed-

THAT the letter received from the Base Line Community Hall
Board dated November 3rd, 1980 regarding the construction of
a new Community Hall be forwarded to the Town Manager to
be added to the file on the Base Line Community Centre and
that he submit a report to the first business meeting of the
new Council.
Staff would draw to Council's attention the concerns raised in Staff
Reports TM-33-80 and TM-48-80 and further would draw to Council's
attention that in the preparation of background information for the
Development Strategy and Growth 342nagement Program that major development
will occur in Bowmanville East and that the anticipated influx of porkers
from Ontario Hydro will not occur in the 1980's. It is our concern that
unplanned construction of these types of facilities put a heavy burden
on the taxpayers and we would respectfully recommend to Council that
this project not be undertaken.

SUBJECT: New Proposed Base Line Community Centre
(Letter date .July 16/80 from Board)
On July 15, 1980 a meeting was held at the Base Line Community
Centre for the purpose of discussing the proposed construction
of a new centre on lands to be provided by East Woodbridge
Developments Limited as stated in their letter of October 2,
1979.
The attached letter from Grant Robertson Architect dated
July 8, 1980 was reviewed by the Committee together with a
verbal outline of the proposed financing, as set forth below,
by the Town Manager.

In estimating the revenues for grant purposes the estimated value
of the lands to be donated by East Woodbridge Developments Ltd.
have been estimated at $20,000. This was done as the policy set
for C.R.C.A. grants allows the Town to add all donated lands,
material and labour for purposes of grant calculations.

As it appears at the present time there is sufficient funds
to build this new community centre we would recommend the
following,notwithstanding the fact that staff would again
draw to Council's attention that we feel this construction
should not be undertaken until the Recreation Master Plan
has been completed and the Master Plan indicates a need for
this centre at this location:-
1) That we request East Woodbridge Developments Ltd. to
convey two acres as set out in their letter dated
October 2, 1980 and that we continue negoiations for
the additional lz acres as requested by the Base Line
Community Centre Board.
2) That once the lands are conveyed to the Town, that
Mr. Robertson be authorized to call tenders for the
construction of the hall and arrange for the necessary
soil tests and construction of a well.

SUBJECT: Baseline Community Centre
(proposed new construction)
In a report to Committee on July 21st, 1980, we reported on a meeting held
with the Baseline Corranunity Centre Board on July 15th, 1980 and report TN,33-80
outlined the proposed financing for the project. As the land transaction with
Ontario Hydro has now been completed the following is an u3-dated outline
of the financing available for this project together with staff comments and
concerns related to this project.

In estimating the revenues for grant purposes the estimated value of the lands
to be donated by East Woodbridge Developments Limited have been estimated at
$20,000.00. This is done in accordance with policy set for C.R.C.A. grants,
which allows the Town to add value for all donated lands, material and labour
for purposes of grant calculations.
TM-48-80
In reviewing the progress of this project we note that letters were sent
from Mayor Rickard requesting that the land grant be increased to 32
acres and as a result of the meeting held on July 15th, 1980 an immediate
request went to East Woodbridge Developments Limited to convey two acres
of land as set out in their letter dated October 2nd, 1979.
On September 16th, 1980 we received the attached letter from East Woodbridge
Limited regarding the conveyance of lands and the conditions under which
the conveyance would take place.
Since this letter was received and further discussions were held with the
Developer the attached telegram was received on October 6th, 1980 which in
my interpretation assures this project of the necessary lands.
In Report TM-33-80 we outlined to Council the procedure required to carry
on with this project noting the fact that staff feel this construction should
not be undertaken until the Recreation Master Plan has been completed and
the Master Plan indicates a need for such a facility at this location.
If it is Council's intention to carry on with this project the following
actions should be taken:
1. Public Meeting be held by the Baseline Community Hall Board
to ascertain if there is sufficient support for such a facility
to be built and if the Hall Board is in a position to guarantee
the maintenance costs of these facilities that it does not
become a burden on the taxpayers of the Town of Newcastle.
2. Land Surveys and land transfers
3. Soil tests
4. Construction of Well
5. Authority for consultant to call tenders for construction of
Recreation Centre.

Dear Mayor Rickard and Members of Council,
On October 20 , 1980, a recommendation of the Finance and
Administration Committee was adopted by council stating "that '
a public meeting. . . be held by Baseline Community Hall Board to
ascertain if there is sufficient support for such a facility to
be built . . . "
The Baseline Community Hall Board called a meeting on
October 22 , 1980 with the mayor and Councillors Cowman and
Holliday and thirty-one concerned citizens in attendance.
After a lengthy discussion the following motion was passed:
"That the Hall Board and Negotiating Committee investigate
the operating costs of other halls and through this make a dec-
ision as to whether or not we feel we can support our proposed
building and that a resolution containing this decision be for-
warded to council . "
Our board and negotiating committee talked with different
hall board members and from the information gathered from
various sources the motion was made and approved that a rec-
ommendation be sent to council stating that we wish to continue
with the construction of our proposed building.
Following is our recommendation to you: {
"The Baseline Community Hall Board request that land
surveys and land transfers and soil test be undertaken immediat-
ely on the two acre parcel of land from East Woodbridge Corp-
oration. (If council find it possible to obtain 31 acres from
East Woodbridge Corporation as recommended in order to better
accdModate the septic system, the Baseline Community Hall Board
request that this be done. ) Following this we request that a well
be constructed and the authority given for a consultant to

call tenders for construction of our new Recreation Centre.
Since we have been working on this project for two years
now and have not yet been able to progress very far, we request
that these recommendations be dealt with and acted upon
immediately.
