SUBJECT: Budget Performance
Recommendation "Receive for information".
There has been opinion expressed that resolution F-201-80 which
states "that when it appears to the Treasurer, Town Manager and/or
Department Head that a budget may be about to be overspent, they
confer and bring a report to Council and withhold any further action
until authorized by Council, and that their report and Council's
reply be in writing" has not been complied with.
It is staff opinion that the reports on budget performance that
are being placed on the Finance and Administration Committee meet
this request. The Finance and Administration Committee at its last
meeting requested various department heads to report to their
respective committees on budgetary concerns expressed in the budget
performance reports. While this approach has stopped short of the
action contemplated in the resolution, it does direct the department
and committee to review the matter and take the appropriate action.
This it is believed complies with the intent of the resolution which
is to bring to Council's attention any area of the budget that
appears to be headed toward an over expenditure for further council
and/or committee action.
