SUBJECT: Baseline Community Centre
(proposed new construction)
In a report to Committee on July 21st, 1980, we reported on a meeting held
with the Baseline Ccxnnunity Centre Board on July 15th, 1980 and report 7M-33-80
outlined the proposed financing for the project. As the land transaction with
Ontario hydro has now been completed the following is an ui-)-dated outline
of the financing available for -this project together with staff comments and
concerns re1ate'd to this project.

In estimating the revenues for grant purposes the estimated value of the lands
to be donated by East Woodbridge Developments Limited have been estimated at
$20,000.00. This is done in accordance with policy set for C.R.C.A. grants,
which allows the Town to add value for all donated lands, material and labour
for purposes of grant calculations.

In reviewing the progress of this project we note that Letters were sent
from Mayor Rickard requesting that the land grant be increased to 31
acres and as a result of the meeting held on July 15th, 1980 an immediate
request went to Last Woodbridge Developments Limited to convey two acres
of land as set out in their letter dated October 2nd, 1979.
On SepteNDer 16th, 1.980 we received the attached letter frmi Last Woodbridge
Limited regarding the conveyance or lands and the conditions under which
the conveyance would take place.
Since this letter was received and further discussions were held with the
Developer the attached telegram was received on October 6th, 1980 which in
my interpretation assures this project of the necessary lands.
In Report `IM--33-80 we outlined to Council the procedure required to carry
on with this project noting the fact that staff feel this construction should
not be undertaken until the Recreation Master Plan has been completed and
the Master Plan indicates a need for such a facility at this location.
If it is Council's intention to carry on with this project the follmling
actions should be taken:
1 . Niflic Meeting be held by the Baseline Cannuni_ty Hall. Board
Lo nscerktin .i f there is sufficient support for' such a facility
to be built and if the hall Board is in a position to guarantee
the maintenance casts of these facilities that it does not
become a burden on the ta.xpavers of the Town or Newcastle.
2. Land Surveys and land transfers
3. Soil tests
4. Construction of Well
5. Authority for consultant to call tenders for construction of
Recreation Centre.

Re: Durham J.V.
Baseline Community Centre
The executive of the Durham J.V. have reviewed the letter from
Mr. McIlroy dated July 31, 1980, and wish to advise that they
will consider conveying the entire 22 acres for the purposes of
constructing the Baseline Community Centre, subject to the convey-
ance being calculated as part of the 5% park dedication for any
future development as and when the plans of subdivision are regis-
tered.
Part of the above would be conveyed to the Municipality in the
registration of the Rills of Liberty North in place of the two
lots to be dedicated as the 5% park dedication.
We would appreciate your position on the matter.

As requested by Cbnmittee on September 29th, 1980 Durhwn J. V.
is confirming their intention to honour comnitmnt before Council
at this time.
It is �our understanding that said conmitment is the conveyance
of two acre parcel for Baseline Community Centre. We felt offering
entire twenty-too (22) acre parcel for negotiable parkland credits
was more favourable to 'R)w1j, however, we axe prepared to proceed
With conveyance i.n which ever way the Town wishes.
