SUBJECT: Resolution #PD-222-80
"THAT the recommendation in Report P-106-80 be endorsed
and Town Council hereby authorizes the Treasurer to pay
the invoices for membership in the Canadian Institute of
Planners for professional staff in the Planning Department
for the year 1980."

"THAT the matter be referred to the Town Manager in conjunction
with Town Policy on the subject and it be referred to the
Finance and Administration Committee."
As a result of the above referral, we have reviewed By-Law
No. 79-110 - being a by-law to authorize the membership of
the Corporation and its elected or appointed officials in
various associations and paying the membership fees, and
find there is no provision for paying the professional
membership fees for members of staff in organizations other
than municipal organizations.
We also contacted other municipalities including the Region
regarding their policy in this matter and received the following
information:-
Region of Durham
(a) That the Region not pay Professional Membership Fees where
employees are required to be members of Professional
Associations in good standing in order to practice.
(b) That the Region pay Association Membership Fees for
employees as directed by Committees and where money is
appropriated in the annual budget for this purpose.
Whitby
Has no written policy, professional fees paid for
management through budgets.

All fees (municipally related) are paid through budgets.

Pickering
Municipality pays the professional fees of the senior
staff members as approved in the annual budget.
As a result of our small survey there is an evenly split opinion
between the four municipalities contacted. I feel we should
consider the unwritten policy that this municipality has been
adhering to and that is that the Municipality does not pay
professional fees for senior staff. It has also been an
unwritten policy up until last year that the Municipality did
not pay for staff attendance at professional conferences.
In light of action taken by Council regarding attendance of
staff at professional conferences I would recommend as follows:-
1) That the municipality pay professional fees for the Senior
member of Staff in each Department where in the opinion of
Council that such membership is in the best interest of
the municipality and the professional membership has been
made a condition of employment as part of the advertising
process.
2) That the appropriate budget allocation has been made in the
Annual Department Budget.
3) That By-law 79-110 be amended to reflect 1 & 2 above.
