I received the attached report from the Director of Planning and
Development with regard to the above noted hall and felt this should
be brought to Committee's attention.

As requested an inspection was made of the Zion Community
Hall and the following were noted.
Exterior
The mortar joints in the foundation on the west side at the
north-west corner and on the south vide at the west end axe oven. This
wo-old appear to be from settlement and moisture ponetration. One vertical
;joint in particul a.r is 1 " in width.
On the west side the claddinU does not extend dorm over the
foundation wall and there is no drip cap, thus aalowinC moisture to
enter.
Paint on the exterior cladding is pcelinC badly especially on
the south and ea,_;t aide where some areas e.:poso bare 'rood.
A number of windows on the south side are covered with plywood
where the panos have been broker_ or removed.
Thoro are no rain :eater loradern (doi,a-i spouts on the eavestrough
which also require painting.
The entrance landing has a hnnclrail which extends only about
halfway along its length. In addition the steps are too narrow, there is
no handrail and the treads -tilt backward mal.ing; descent awkward and
banard.ous.

At tho north side there in an exd_t door about 6 feet above
graAe which doon not have an exterior stairn•ra�,� or fire escajoe. Inside
the building to prevent the door being opened a. short niece of wire in
wrapped around the knob and then fastened to a pencil shaxpener on the
wall.
Renovations are in progr-ess and make the buildiziC iuzrn-Lttable
for occupancy Rt this time.
A otairway to the basement has been instelleO and the headroom
meamLred vertically from the nosin,; of the stair tread is about 14 feet
the requirement is 69- 911.
The nu-nice has been rel oca.ted from the first floor to the
baooment and presently is being enclosed in a separate roorz.
The banerzent floor is reasonably new and hez settled at the west
end with a crack extendin,• from the north wall to -the south wall.
PlumbinZ has boon roughed in for 2 washr_oor_s in the basement,
tho plastic pipe used in the installation penotratos the required fire
copexation between the basement and the first floor. Pla..stic pipe is not
ponni.tted to pierco a required fire soprixation.
Daylight can be seen in cracked mortar joints in the north,
south and wont foundation wa7.1s.
Cracks in -the north foundation wall are connistant with drp-rall
cracl.s in the hall above indicating foundation oettlenent.
Our records do not indicate a building pe=t havin, being
issued for aaW of the work completed or in tzro(;ress.
A plumbing permit was issued on July 12, 10/76, .for 5 fixtures,
2 water closets, 2 basins and 1 sink.
In a letter of Pobruaz.°y 7, 1975, to Mr. Bernard 1hixter, it was

Of the six items, the last (6) is the only one that has been
started and that is riot complete.
The building maybe safe s-rruc-tairally but it is certainly in need
of conrriderablo repair work or updating to meet occap-in and fire safety
requ_iroments.
Until repairs are made and the building meets requirements it
should not be occupied for atry use, especially so bein;; a rnuzi.cipnl
building.
