APPOINTMENT OF PARKING ENFORCEMENT OFFICERS
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report CLD-43-02 be received; and
2. THAT the Proposed By-Law attached to CLD-43-02 be forwarded to Council for
approval.

BACKGROUND AND COMMENT
At a meeting on 16th September 2002 Council approved the modification of the Organizational
Chart to reflect a manpower compliment of three Municipal Law Enforcement Officers and two
full time Parking Enforcement Officers. As Committee is aware the Parking positions were
vacant at the time. The jobs have been posted and the applicants interviewed.
Craig Macklem and Stephen Marsh have now accepted positions with the Municipality of
Clarington. In order for the officers to perform their duties they must be appointed by Municipal
By-law. Once appointed the officers will receive instruction on municipal ticketing procedures.

Being a By-law to appoint individuals as
Parking Enforcement Officers
WHEREAS Section 15(1) of the Police Services Act R.S,O, 1990 Chapter P15,
authorizes a Council of any Municipality to appoint one or more persons who
shall be peace officers for the purpose of enforcin9 the by-laws of the
Municipality; and
WHEREAS it is desirable to appoint Craig Macklem and Stephen Marsh as
Parking Enforcement Officers for Municipality of Clarington.
NOW THEREFORE the Council of the Corporation of the Municipality of
Clarington hereby enacts as follows:
1, Craig Macklem and Stephen Marsh are hereby appointed as Parking
Enforcement Officers for Municipality of Clarington,
2, This By-law shall come Into full force and effective immediately on the day
of Final passing by Council.
