SUBJECT.': Council Resolution #C-1507-79
"THAT the Town Manager prepare draft resolutions
to be presented to Council to deal with splitting
of the Deputy-Clerk/Committee SecreUuy position
and prepare terns of reference for hiring a Deputy-
Clerk, together with a copy of a draft advertisement
and a recommendation on when and where the position
be advertised."
In reviewing the requirements of the above resolution I would advise Council that
by resolutions #C-951-79 and C-1503-79 the COIUiCU has split the position oC Deputy--
Clerk/Committee Secretary effective March 1st, 1980. (resolutions attached) .
Terms of reference for the position of Deputy-Clerk would be as follows:
To assist the Town Clerk in all phases of his/her responsibilities
including detailed procedures under the Planning Act, preparation of
Agendas and Minutes of Meetings, issuance of municipal and marriage
licenses, the conducting of municipal elections and several related
municipal administration duties requiring knowledge of provincial
and municipal legal procedures.
What is required now is for Council to pass a by-law to repeal By-Law 74-13
(being a by-law to appoint a deputy-clerk) to be effective March lst, 1980.
The second part of resolution #C-1507-79 required that we prepare a draft
advertisement and a recommendation on when and where the position be advertised.
I would suggest the attached advertisement in the local newspapers and the Municipal
World Magazine,
RECOMMENDATIONS:
1/ That a by-law be passed to repeal By-Law 74-13 effective
March 1st, 1980.
2/ That the attached advertisement be placed in the local
newspapers and the Municipal World Magazine in January with
a closing date of February 15th, 1980.
