APPOINTMENT OF PRIVATE PARKING ENFORCEMENT OFFICERS
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1, THAT Report CLD-42-02 be received;
2. THAT the by-law attached to Report CLD-42-02 be forwarded to Council for approval;
and
3. THAT Valiant Property Management and Securitas Canada Limited be advised of
Council's actions.

BACKGROUND AND COMMENT
Since the construction of the Clarington Centre property at Highway NO.2 and Clarington
Boulevard staff have received numerous complaints concerning vehicles parking illegally in the
Fire Routes and Handicapped areas. Enforcement of this area has consumed a considerable
amount of staff time.
Last spring staff spoke to the property owner Valiant Property Management about hiring a
private security firm to perform enforcement duties on the site. Valiant has now retained
Securitas Canada Limited to enforce the Traffic By-law on site. The proposed officers are
Misty Jay T. Thompson and Colleen Victoria Anderson.
In order for the officers to perform their duties they must be appointed by Municipal By-law.
Once appointed the officers will be required to attend at the Municipal Law Enforcement
Division in order to receive instruction on municipal ticketing procedures.

Being a By-law to appoint individuals as Parking
Enforcement Officers for Private Property
WHEREAS Section 15(1) of the Police Services Act R.S,O, 1990 Chapter P15,
authorizes a Council of any Municipality to appoint one or more persons who
shall be peace officers for the purpose of enforcing the by-laws of the
Municipality: and
WHEREAS it is desirable to appoint Misty Jay T, Thompson and Colleen Victoria
Anderson as Parking Enforcement Officers for the sole purpose of enforcing the
Traffic By-law of the Municipality of Clarington on the property located at 2375 to
2387 Highway No, 2 and 70 to 90 Clarington Boulevard Bowmanville, in the
Municipality of Clarin9ton:
NOW THEREFORE the Council of the Corporation of the Municipality of
Clarington hereby enacts as follows:
1, Misty Jay T, Thompson and Colleen Victoria Anderson are hereby
appointed as Parking Enforcement Officers for the sole purpose of
enforcing the Traffic By-law of the Municipality of Clarington on the
property located at 2375 to 2387 Highway No, 2 and 70 to 90 Clarington
Boulevard Bowmanville, in the Municipality of Clarington,

of Final passing by Council.
