Guiler, Town Manager DATE: October 17th, 1979 SUBJECT: Community Impact Agreement 500 KV Transmission Lines As instructed by Council we have met with representatives of Ontario Hydro to identify impacts related to the construction of the 500KV line in the Town of Newcastle. Hydro has been requested to provide further information as set out in the minutes of the meeting held on October 16th, 1979 and once this information is gathered we will be in a position to draft an Impact Agreement. Recommendation: Receive for Information. L �4Ge t V Minutes of Meeting held in Town Manager's Office on October 16th, 1979 at 9:00 a.m. to discuss impacts created by Hydro Transmission Lines in the Town of Newcastle. Present: Councillor Jasper Holliday, Chairman Hydro Liaison Committee Councillor Keith Barr Councillor William Clarke A. C. Guiler, Town Manager C. Taylor, Community Relations Officer - Ontario Hydro G. Brown, Program Manager E.H.V. Projects H. Totaa, Supervising Project Engineer, Lennox to Cherrywood The following items were tabled as impacts to the Town of Newcastle as a result of the construction and property acquisition of the 500 KV Transmission Lines. 1) Waltona Park 2) Baseline Community Centre 3) Maintenance of Transmission Corridor 4) Landscaping in the Village of Newcastle Waltona Park Concerns tabled by Town: 1) Loss of viable commercial trailer park in the Village of Newcastle 2) Loss of business revenue to local business in the Town of Newcastle. -Hydro was asked to consider the reinstatement of a trailer or recreation facility on these lands for the area designated Waltona Park. - Hydro was asked to provide site plan showing existing facilities for our review. Mr. Brown advised that he would arrange for a review of our request for potential secondary uses of this piece of property for now and in the future. Mr. Tota advised that the existing residence on this property had been leased to local resident for the next six months. The Town requested that hydro complete a review of the property's potential secondary uses within one month. Baseline Community Centre Town reviewed the history of this property and reasons for concerns and Hydro was asked to review the submission made previously to John McCredie regarding the financial impact to this community. Mr. Brown agreed to review this matter with the Property Division of Ontario Hydro and report back. -2- Maintenance of Transmission Corridors Town reviewed the submission made by Ontario Hydro to the Liaison Committee on August 24th, 1979 and requested a statement of Ontario Hydro's Maintenance of Corporation Land Policy. This will be presented to the Hydro Liaison Committee at a future meeting. Maintenance of Waltona Park was discussed and this will be considered by Hydro and discussed with Hydro when they present the information on the proposed secondary uses for Waltona Park. Landscaping Activities in Village of Newcastle It was requested of Ontario Hydro that they present a chronology of the landscaping activities currently being undertaken at Bond Head. Hydro was asked to organize a meeting with Councillor Barr and Councillor Clarke to review the landscaping activities presently being carried out by Ontario Hydro. Hydro also agreed to continue liaison with residents to keep them informed of the status of the project. Mr. Taylor presented us with roll plans indicating the location of lands that are surplus to the 500 KV transmission corridor. (see letter attached) Mr. Taylor also submitted a corrected copy of his letter regarding the responses to questions raised at the Liaison Committee Meeting of August 24th, 1979 (copy of revised letter attached.)
