Section 11 of the Act, which outlines duties of municipalities, comes into force on September 30, 2002. The duties of municipalities in accordance with this Act are: . Prepare an accessibility plan which addresses the identification, removal and prevention of barriers to persons with disabilities in the municipality's by-laws and in its policies, programs, practices and services. The plan, which is to be available to the public, is to include: . a report on the measures the municipality has taken to identify, remove and prevent barriers to persons with disabilities; . the measures in place to ensure that the municipality assesses its proposals for by-law, policies, programs, practices and services to determine their effect on accessibility for persons with disabilities; . a list of the by-laws, policies, programs, practices and services that the municipality will review in the coming year in order to identify barriers to persons with disabilities; . the measures that the municipality intends to take in the coming year to identify, remove and prevent barriers to persons with disabilities; and . all other information that the regulations prescribe for the purpose of the plan. . Establish or continue an accessibility advisory committee which shall advise the council in each year about the preparation, implementation and effectiveness of its accessibility plan. The majority of the members of the committee shall include persons with disabilities. Council shall seek advice from this committee on the accessibility for persons with disabilities to a building, structure or premises, that the council purchases, constructs, renovates or enters into a new lease. . In deciding to purchase goods or services through the procurement process, the municipality shall have regard to the accessibility for persons with disabilities to the goods or services. A Regional committee, consisting of representatives of the local municipalities, has been formed in order to review the requirements of the Act. The Municipal Clerk is representing Clarington on this committee. A preliminary meeting of the committee has been scheduled for September 6, 2002. Once this meeting has taken place, a further report will be presented to Committee to recommend actions to be taken in complying with the Act. 1126
