Guiler, �jown Manager DAT1,: ,�lunej 5th , 1979 I ; �; I SUBJECY h SlIary Administration Program i In December of 1978 we put forth for Council' s consideration a salary' ' ! administration program for all non-union staff and duhng salary negotiations 1parts of this proposal were used as a guideline in setting salaries. We fare again putting forth such' a proposal with a minor modification taking [ into ,conkderat-ion comments made regarding the provisions for merit increases. In December of 1978 a job fact sheet was prepared for each position and were used in the prepartion of the attached ladder chart and also a schedule for non-union salaries based upon approved salaries for 1979 by Council.. I � In some i ices members of staff have reached the job rate maximum and in one case 'the rate has exceeded the maximum and the position has been red- circled for a period of time until market conditions catch up to the present j salary being paid. We also have some staff members who are receiving less than the job rate maximum and every effort should be made by Council over the next eighteen months to bring these in line. The Job Rate Maximum as shown in Schedule "A" will change only as Council approves a percentage and/or an across; the board rate increase for all non-union staff on a yearly basis. The Merit incrense may be usec) by Council for recohnizing on ompl( yoe's contribution to the efficient administration of the 'Gown of Newcastle, and if such an increase is granted it shall he approved by resolution setting out the reasons for such an increase. In any case, a merit increase shall not exceed 105% of the .Job Rate Maximum. Recommendations I 1. ) That Council approve the attached Job Evaluation Manual and 1979 JQlary Schedule attached as Schedule "A" . I' 2. ) That Council approve a salary increase of 7`% on January 1st, 1980 and 2% on July 1st, 1980 to keep in line with the union settlements. I I
