SUBJECT: Maintenance of Municipal Buildings
In March of 1978 Council approved a maintenance contract for the maintenance
of the Police and Court Building, Bell Building and the Town Hall at
a cost of $1,000.00 per month. A copy of the contract specifications
is attached for your information.
During the past year we have received complaints from the tenants of the
buildings and also some critical comments from the Public Inspection Panel
regarding the condition of the buildings . We have spoken to the contractor
on several occasions regarding the condition of the buildings and for several
days the situation seems to clear-up and then it deteriorates again. He
advises he has trouble keeping employees and as a result he is unable to
maintain the buildings in a proper condition.
It is our feeling that we should takeover the maintenance of the three
buildings mentioned above and hire a full time maintenance man who could
look after the duties as required in the contract specifications as well
as minor repair jobs in and around the various municipal buildings.
In reviewing the Budget for 1979 the following sums were allocated:
Bell Building $2,500.00
Police and Fire Building 5,500.00
Town'Hall 4,000.00
TOTAL $12,000.00
In addition to the $12,000.00 as set out above an additional $9,000.00
was set aside in 1979 to cover minor repairs and maintenance not covered
by the cleaning contract giving us a maintenance budget of $21,000.00.
Of the $21,000. 00 we have spent the following as at May 31st, 1979 :
Contract Maintenance $5,000.00
Painting 300.00
Carpet Cleaning 100.00
Cleaning of Drapes 50.00
Plants 50.00

To take over the maintenance of the Buildings and carry out minor repairs
we estimate the cost for the balance of 1979 as follows:
Full time maintenance man for 6 months $6,600.00
Benefits 1,975.00
Cleaning Supplies & Paper Products 1,000.00
Purchase Equipment for Maintenance Staff 1,500.00
$11,075.00
One further point of consideration is to which Department should the Maintenance
Staff be attached and after discussion with the Clerk, Treasurer and Director
Of Community Services we feel that the maintenance staff should be attached
to the Community Services Department. By doing so the Parks and Cemetery
Foreman would be responsible for the staff member and would see that the
required work was carried out. It would also provide us with back-up staff
in case of illness or vacation and if additional staff were required to do
certain maintenance gobs which required more than one person.
Recommendation:
1. That the present Building Maintenance Contract be terminated
within thirty days as provided for in the contract.
2. That a maintenance person be hired and assigned to the Community
Services Department for supervision.
