Please find attached a copy of a letter that I received today from
Mr. G. A. Pelletier, P. Eng. , Chief Technical Services, Hinistry of
the Solicitor. General and a cppy of my response to MT. - Pelletier's
Ratter. This is being forwarded to committee for their information
as well as receiving any further comments that you may have in this
regard that you would like forwarded to Mr. Pelletier.
I would recmmm. -nd that this letter be received for information and
filed and brought forward during the Budget Biscussions for 1980
regarding fire protection.

Re: Public Institutions Inspection Panel
Report for the Judicial District of Durham
In answer to your letter of May 29th regarding the above mentioned subject
I feel it is important to point out the errors in assumption made by the
inspection panel as follows:
1.) The fire hall services approximately 200 square miles and is
staffed by two full-time fireman, the chief and approximately
seventhen volunteers.
We are not aware of the source of the information to the panel but would
point out to you sir that we have four fire stations within the Town of
Newcastle, the newest being bpendddin Courtice on June 8th, 1979. The four
stations are manned by three full time employees and a total of seventy-
seven volunteers that service approximately 225 square miles.
2.) The Department has no aerial ladder to service buildings that
exceed eight stories.
If the panel had discussed this matter with the Town Officials they would
have discovered that the Town has only one (1) building which exceeds eight
stories. The Town is aware of the problem and is setting aside funds for
the next three years to purchase.such a piece of equipment.
3.) Comments were also made regarding the Emergency Unit being placed
behind two fire trucks.
If one would have asked why this situation had occurred the panel would have
'found that the Department had taken delivery of a new pumper unit for the
new station in Courtice and the unit was being put in service by the Main
Station full time employees.
4.) Questions were also raised as to the nonstruction of a new facility
and we would advise again that if information was sought from

In answer to the panels concarns regarding water in the basement of the building
we would advise that this As -an ongo' ine Pource of aggravation to the Municipalit7
and the engineers have been try I ing for the p I ast six months to find a solution
but to this point they have. not.' The balance of the problem is one of good
housekeeping by staff and this w1h be corrected immediately.
You also drew to my attention' the recommendations contained in the report of
1975 and I would advise that tine municipality cannot afford to implement
all the recommendations at once, but have opted to phase in changes as funds
become available to us.
