SUBJECT: Non-Union Staff Salary
As authorized by Council on March 23, 1979 the attached salary schedule
was discussed with Department Heads. Each Department Head was requested
to relay the proposed salaries to their staff and if anyone had difficulty
with their salaries to submit them in writing to their Department Head
and the Town Manager.
For your information comments were received from:
J. Mcllroy, Clerk
K. DeGroot, Treasurer
J. Ferguson, Deputy-Director of Public Works
J. P. Caruana, Deputy-Director of Community Services
Glenn Smith
William Ashton Public Works Foremen
Ellwood Hawes
Bill Hancock
and their comments are attached.
I would like to comment on the attached as follows:
1. Public Works Foretiten
In reviewing the statements made by the foremen, I note that similar
positions in Ajax carry a salary of $18,000.00 and Whitby of $19,075.
for 1979.
It is my opinion that the salary of $18,480. as agreed upon by Council
on March 23rd, 1979 is fair and no further consideration should be given
for 1979 with the exception to a further review of benefits once the
Union Contracts have been completed.
2 Deputy-Director of Community Services
Mr. Caruana has identified two points of concern and his explanation
is outlined in his memorandum to his Department Head. To review Mr.
Caruana's history regarding his salary we must go back to March 7, 1977
when he was promoted from the Position of Program Director to Deputy-
Director of Recreation and given a salary increase of $867.00 which brought
his salary to $11,705.00. Council applied to the Anti-Inflation Board
at that time to bring his salary to $13,300.00 and this request was
refused. In 1978 Council authorized the Town Manager to further appeal
this case to the Board on the basis that a new position was created
- - - and--the--A-.I.B-.--then granted-Mr_.—Caruana's raise which brought is salary
to $14,300.00 for 1978. This represented a percentage increase to

Mr. Caruana of 22.17% or $2,595.00 in 1978.
Mr. Caruana was told in 1978 by Council that he would receive further
consideration in 1979. Further consideration was given and a recommendation
was made to increase his salary to $16,200.00 an increase of $1,900.00 or
13.3%.
I feel that Mr. Caruana has been dealt with fairly this year and that no
further consideration be given for 1979, but special consideration be
given in 1980 to bring his salary in line with the proposed salary admin-
istration program.
3. Deputy-Director of Public Works
In reviewing Mr. Ferguson's comments and after further discussion with
his Department Head we feel the salary for 1979 is fair and equitable
and no further consideration should be given for 1979 based on the job
evaluation fact sheet for this position.
4. Treasurer
Mr. DeGroot's memorandum covers his own salary and that of his Deputy.
In speaking to Mr. DeGroot's concerns regarding his own salary, I do
not feel that I can make any further comment on this matter as we are
all aware of salaries in our neighbouring municipalities and the fact
we are approximately 10% to 15% behind what similar positions are paying
in other municipalities of similar size.
In considering the comments made by Mr. DeGroot regarding the Deputy
Treasurer's position, I have reviewed the job fact sheets and the proposed
salary scale for 1979 and recommend no change.
5. Clerk
In dealing with the comments made by Mr. Mcllroy I would make the same
comments as I did about the Treasurer.
It is difficult at best to prepare a salary administration program that
will be acceptable to everyone, and even though Council has not accepted
the proposal made I would respectfully recommend that Council adopt this
program for the Town of Newcastle. I would further recommend that
salaries as agreed upon on March 23rd, 1979 be forwarded to Council for
approval at the April 9th, 1979 Council Meeting.
